Healthy Life Project: Reducing the Burden of Non-Communicable Diseases

Terms of Reference for a Consultant Organization on:

“Administrative and technical support to the development and implementation of 20 local health promotion projects”

Background information

Non-communicable diseases (NCDs, represent an urgent public health priority in Moldova and the Healthy Life Project, in support to the Ministry of Health, Labor and Social Protection and in close collaboration with national and international partners, aims to address this need. Its overall objective is to contribute to the improvement of the health status of the Moldovan population, especially in rural areas, through the reduction of the burden of NCDs. The first phase of the Project runs from 2016 to 2020. The Healthy Life Project is implemented in 10 pilot Raions (Briceni, Edinet, Falesti, Ungheni, Orhei, Criuleni, Stefan Voda, Cahul, Taraclia, Vulcanesti) and in 20 pilot villages (2 per Raion).

In each village, Local Public Authorities and local NGOs or initiative groups were trained in basic knowledge and competencies in public health and are supported to collaborate on the design, implementation and evaluation of a local health promotion project.

The Healthy Life Project is looking for a consultant organization to support the PFU with the administration and technical oversight of 20 local health promotion projects. More specifically, the consultant organization will build the capacities of 20 local teams (LPA and NGOs) in project proposal writing and project management and will oversee the administrative and technical monitoring and evaluation of the implementation of 20 projects.

Objective

In close collaboration with the Project Facilitation Unit (PFU), the consultant organization will:

1) support 20 local teams (composed of LPA representatives and local NGOs) to develop project proposals according to a uniform template (to be developed by PFU) and will provide continuous support for the implementation, monitoring and evaluation of these projects.

2) act as “intermediary body” between the 20 teams and the PFU, by channeling and consolidated all requests and communication in a coordinated and efficient way, so that PFU can focus on the overall steering and quality assurance.

Scope of Work

Under supervision of the Healthy Life Project Community Coordinator, the consultant organization will:

  • In line with the quality criteria that will be established by the project, provide support to 20 local teams (composed of LPA representatives and local NGOs) in project proposal writing so they can submit quality proposals
  • Be the first point of contact for the 20 local teams in relation to the implementation of the 20 local health promotion projects
  • Provide support as needed to local teams to ensure quality implementation as per the submitted proposals
  • Act as an intermediary administrative body between the 20 local teams and the PFU by centralizing requests and communication from the local teams to the Healthy Life projects
  • Ensure the monitoring and evaluation of the implementation of 20 local health projects
  • Provide regular updates of implementation progress to the PFU
  • Provide individualized capacity building support to NGOs/CBOs if/as needed

The contract will cover a 5 months period (mid-May to mid-October). Payment will be made in instalments according to the achievement of the milestones along the following proposed schedule:

Requirements

The selected consultant organization will possess the following qualifications:

  • Locally-registered Moldovan organization with experience working across the country and in rural areas with a wide range of stakeholders
  • Working knowledge of the set-up and basic functioning of the Moldovan health care system and of the community healthcare and social services
  • Significant experience in leadership or organizational development or community development
  • Demonstrated experience in capacity-building of local organizations
  • Flexibility, mobility and readiness to travel extensively in all pilot localities; having its own transportation, an asset
  • Able to deploy high-quality staff and resources depending on needs

  • Training on proposal development
  • 10 project proposals meeting PFU criteria
  • 10 project proposals meeting PFU criteria
  • 3 monthly update note on implementation progress of 20 local projects
  • An evaluation report of the implementation of 20 local projects
