The Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Education Reform Project (P127388), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include support to the Ministry of Education, during October 2016 – January 2017, in performing technical improvements to EMIS. The improved system will be used effectively in the decision-making process in the education field and in applying experts’ recommendations in the area.

The primary responsibility of the Firm, which will be hired, is to propose to the Ministry of Education a modernized system related to the development and implementation of new data validation mechanisms, introduction of digital signatures and development of additional/ universal reports preset in EMIS.

The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (required qualifications and experience of the firm, but not individual experts’ bio data). The shortlisting criteria are:

  • At least 3 years of experience in developing and implementing ERP systems (enterprise resource planning) at the national level using WEB technologies. Experience of project integration with the State Registers (for ex. State Register of Population);
  • Experience in developing systems for the education sector would be an asset;
  • Experience in implementing projects containing personal data;
  • Previous experience in developing technical tasks;
  • At least 3 years of experience in implementing systems at the national or regional level (with brief description of their objectives);
  • Experience in developing flexible reports with the possibility of changing/updating without participation of developer;
  • Proven experience in developing data processing systems;
    Experience in Data Mining.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the CQSmethod (Selection based on the Consultants’ Qualifications) set out in the Consultant Guidelines.
