SCOPE OF WORK: Procurement and Operations Manager
Procurement and Operations provides a wide range of professional support for running COR’s administrative processes. The manager will oversee that procurement, HR, and operation tasks are conducted in compliance with COR’s rules and regulations and Moldova’s laws.
Principal Duties and Responsibilities (Essential Functions):
Principal Duties and Responsibilities include:
- Manage the day-to-day functions of the COR in the areas of operations and logistics.
- Support the COR team with the procurement process. Draft procurement documents, including procurement action requests (PARs), solicitations (RFQs and RFPs), selection and negotiation memos, absence of competition justification, purchase orders and subcontracts.
- Ensure procurements comply with COR’s procurement procedures and laws of Moldova
- Ensure that payment files are complete with back-up documentation for each transaction monthly. Flag missing documents for responsible team members as required.
- Ensure that a complete and thorough inventory of all COR property is up-to-date and that all office equipment is well-maintained. Ensure that vendors are compliant with the contract terms.
- Maintain clear and concise files that document all procurement steps.
- Oversee cataloging and tracking of COR equipment.
- With COR's Executive Secretary, monitor COR's internal financial control systems to ensure that appropriate mechanisms, procedures, and systems are in use. Ensure proper safeguards of funds and compliance with established Moldovan and donor financial and accounting procedures.
- Continuously seek ways to improve the efficiency of finance and budgeting processes and implement improvements in coordination with the COR Executive Director.
- Undertake other duties as assigned by the supervisor.
Requirements:
- Experience in a similar operational management position or in a similar leadership role.
- Experience in procurement and budget management.
- Excellent communication skills, both verbal and written.
- Strong organizational and planning skills.
- Advanced English language knowledge and familiarity with procurement departments.
- Ability to work in a dynamic environment and prioritize tasks.
- Experience in project management is an advantage.
