The Republic of Moldova has received financing from the World Bank Group toward the cost of the Strengthening Moldova’s Disaster Risk Management and Climate Resilience Project, and intends to apply part of the proceeds for contracting an Assistant Procurement Specialist.

The Project Assistant Procurement Specialist will work under the supervision of the Procurement Specialist, and will be responsible for the support of all procurement related tasks as required by the Procurement Specialist, under his/her close monitoring, in compliance with the requirements and regulations of the World Bank’s rules and procedures, etc.

This is a full-time activity that will begin in July 2025. The contract will be concluded for an initial period of twelve (12) months, with the possibility of extension subject to satisfactory performance of the Assistant Procurement Specialist and agreement of the Parties and Bank’s no objection until the project closing date, on September 30, 2029.

The PI Office for External Assistance Programs Management, as PIU of the Project, now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant should meet the following minimum qualifications requirements:

  1. University degree in areas such as economics, finance, law, international relations, engineering or other related fields;
  2. At least 2-3 years of relevant experience in implementing donor-funded projects, preferably by the World Bank;
  3. Knowledge of the World Bank procurement rules and procedures;
  4. Experience of working with large, multi-source international project budgets;
  5. Excellent written and oral communication skills in English and Romanian, including the ability to draft memos, letters and internal regulations, bidding documents and reports;
  6. Computer literacy.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers - PROCUREMENT IN INVESTMENT PROJECT FINANCING Goods, Works, Non-Consulting and Consulting Services, dated September 2023 (hereinafter referred to as “the Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the World Bank Procurement Framework.

Terms of Reference for Project Assistant Procurement Specialist (APS)

  1. Project Background.

The Strengthening Moldova’s Disaster Risk Management and Climate Resilience Project (SMORE) aims to enhance Moldova’s preparedness and response to natural hazards and climate-related shocks, and in case of an eligible crisis or emergency, respond promptly and effectively to it.

The Strengthening Moldova’s Disaster Risk Management and Climate Resilience Project comprises the following 5 components:

Component 1: Investments and Institutional Strengthening for Emergency Preparedness and Response;

Component 2: Improving Hydrometeorological Services;

Component 3: Policy and Regulatory Support for Risk Reduction of Critical Infrastructure and Fiscal Resilience;

Component 4: Contingency Emergency Response Component (CERC);

Component 5: Project Management.

The Public Institution “Office of External Assistance Programs Management” (OEAPM) under the Ministry of Finance will have the role of the Project Implementation Unit (PIU). The Ministry of Internal Affairs (MoIA) together with the General Inspectorate for Emergency Services (GIES), Ministry of Infrastructure and Regional Development and Ministry of Finance, Ministry of Environment together with State Hydrometeorological Services (SHS) will be the Project Implementing Agencies (IAs) bearing the overall responsibility for the Project implementation.

2. Objectives of the Assignment

The Project Assistant Procurement Specialist will work under the supervision of the Procurement Specialist, and will be responsible for the support of all procurement related tasks as required by the Procurement Specialist, under his/her close monitoring, in compliance with the requirements and regulations of the World Bank’s rules and procedures and Project Operations Manual.

3. Scope of Work

The scope of work and activities of the Project Assistant Procurement Specialist (APS)

The scope of work and activities of the APS will include the following:

  • Follow up on procurement schedules, plans, and timelines as guided by the Procurement Specialist;
  • Support the preparation and updating of monthly procurement progress reports;
  • Attend meetings with or on behalf of the Procurement Specialist with all project related

parties. Write minutes of meetings, archive attendance requirements and requests, and

follow up on them with the procurement specialist;

  • Draft, under the supervision of Procurement Specialist using the World Bank respective Standard Procurement Documents (SPDs), Terms of References (ToR), requests of expression of interest (REoI), technical specifications, Requests for Proposals (RFP), Request for Quotations (RFQ), Evaluation Reports and all other procurement documents required for the procurement of goods, works, non-consulting services and consulting services for the SMORE Project;
  • Ensure that the procurement process is conducted in accordance with the Procurement Plan, PPSD, Project Operations Manual, in line with provisions the World Bank Procurement Regulations and local legal framework;
  • Maintain up to date all Project procurement records and documents in line with the approved policies, standards and procedures as set out in the Project Operations Manual;
  • To prepare announcements for publication and update them as necessary;
  • Support market analysis activities to inform procurement strategies and decisions;
  • Ensure that the filing system of the procurement records and documents are up to date at all times and that they are easily retrievable for reviews and audit purposes;
  • Perform any other procurement related duty as may be requested by the Procurement Specialist and/or Project Manager;
  • Undertake all other project related activities as instructed by the Procurement Specialist and Project Manager/Project Director.

4. Qualifications

The Assistant Procurement Specialist is expected to demonstrate the following main requirements on qualifications and experience:

Mandatory Qualifications:

The Assistant Procurement Specialist should meet the following mandatory Qualifications:

  1. University degree in areas such as economics, finance, law, international relations, engineering or other related fields;
  2. At least 2-3 years of relevant experience in implementing donor-funded projects, preferably by the World Bank;
  3. Knowledge of the World Bank procurement rules and procedures;
  4. Experience of working with large, multi-source international project budgets;
  5. Excellent written and oral communication skills in English and Romanian, including the ability to draft memos, letters and internal regulations, bidding documents and reports;
  6. Computer literacy.

Preferred Qualifications:

  • Experience in working with national public sector authorities;
  • Experience in projects with major IT- related procurement;
  • Certified trainings in the World Bank procurement;
  • Experience in Contract law – international aspects and Moldovan legal framework requirements;
  • Experience in delivering trainings, coaching others in procurement management;

5. Duration and Outputs

This is a full-time assignment planned for July 2025 – September 2029. The contract will be concluded for an initial period of twelve (12) months, with the possibility of extension subject to satisfactory performance of the Assistant Procurement Specialist, agreement of the Parties and Bank’s no objection.

Client Input for the Specialist:

  • Provision of working space and related utilities at the PIU/OEAPM office;
  • Access to office equipment and communication facilities;
  • Transportation required for the execution of the assignment;
  • Any other necessary means and support to assist the Specialist in carrying out the assignment.

The Assistant Procurement Specialist will report directly to the SMORE Procurement Specialist and will work closely with the Project Manager and the project implementation team.
