Construction of the Balti and Cahul Regional Hospitals Project

Assignment Title: Project Officer

 The Government of the Republic of Moldova initiated the modernization of the public healthcare system in the country, focusing on building health infrastructure, endowment of health facilities with modern medical devices and reorganization of healthcare services. One of the projects aimed at achieving these goals envisages construction of the Balti Regional Hospital, to be financed by Council of Europe Development Bank (hereinafter referred to as CEB), and of the Cahul Regional Hospital, to be financed by European Investment Bank (hereinafter referred to as EIB). 

Ministry of Health (hereinafter referred to as MoH) is the central public authority entrusted to implement the Project’s activities. MoH undertakes to establish a Project Implementation Unit (PIU) with dedicated Consultants, to whom it will delegate the day-to-day management of the Project.

Objective of the assignment: to assist with the implementation of project activities in line with the project documentation, relevant national laws and according to the proposed timeframe.

The Consultant will fulfill the following tasks:

  • Maintain positive working relationships and coordinate communications between the PIU, relevant stakeholders, and state authorities involved in project implementation.
  • Develop and maintain project plans and schedules, review implementation plans, and support project execution duties to ensure successful project running.
  • Establish a transparent project monitoring, evaluation, and reporting system, submit progress reports and manage necessary project paperwork and tools.
  • Prepare project documentation and assist with internal and international mobility arrangements.
  • Manage other project-related tasks as required by the Project Coordinator.

Main selection criteria:

  • Master’s degree in Public Health, Social Assistance or Social Sciences;
  • At least 3 (three) years of proven experience as consultant in other International Financial Institutions (IFI)/donor-financed projects;
  • At least 3 (three) years of experience in assisting the implementation of international projects, including development schemes;
  • Proven capacity to build and maintain effective working relationships with internal and external stakeholders, at all levels;
  • Proven project management skills combined with IT skills including advanced skills in MS Office;
  • Proven experience in compiling, producing and disseminating information;
  • Fluency in English is required (C level according to levels of proficiency described in the Common European Framework of Reference for Languages).

The consultant will work full-time, Monday to Friday, from 08:00 to 17:00 for a total of 5 days per week.

An EoI shall include: 1)  a resume and 2) a cover letter with work undertaken that best illustrates capability to handle the tasks assigned.
