ICLA Information Management Technical Officer

- Role and responsibilities
The Information Management Technical Officer will act as the data focal point within the NRC Information, Counselling & Legal Assistance (ICLA) Programme. The main role and responsibilities of this position will be to support the ICLA Programme staff with data collection, storing, and reporting.
Generic Responsibilities
- Ensure compliance with NRC policies, guidelines and standards.
- Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards.
- Provide specific technical support and capacity building towards project staff in implementing and maintaining ICLA database and related procedures.
- Assess, promote and document ideas for technical improvement and further program development options.
- Monitor and document the implementation of project activities done by implementing partners and/or contractors.
- Conduct quality control and provide technical support to implementing partners and/or contactors.
- Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.
- Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.
- Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator.
Specific responsibilities
- Support and contribute to the development of ICLA database, case management system and other ICLA data capturing processes and tools; maintenance of those when developed.
- Provide daily support to the partners and NRC staff on ICLA data capturing, analysis and use.
- Provide quantitative analysis of ICLA information and data.
- Ensure security of data collected by the partners and NRC staff in the course of implementation of ICLA activities.
- In coordination with the NRC M&E (Monitoring and Evaluation) team, facilitate use of M&E systems in ICLA projects.
- Prepare progress reports, including project reports, log frames, Indicator Tracking Tool (ITT) and the Global Outcome and Output Reporting System (GORS).
- Facilitate the digital components in free legal aid.
- Assist with administrative/logistics/finance tasks whenever required.
- Undertake any other reasonable task assigned by management.

- Area Programme Manager

- ICLA National Team members
- NRC support unit staff (e.g. administration, finances, logistics)
- UN agencies, INGOs, local NGOs, civil society, governmental bodies
- Competencies
Generic professional competencies for this position:
- Bachelor’s degree in computer science or related subjects.
- Minimum 2-3 year of relevant work experience.
- Experience in working in similar roles in humanitarian/development context is an advantage.
- Documented results related to the position’s responsibilities.
- Fluency in English, both written and oral.
Context/specific skills, knowledge and experience:
- Experience in information technology and/or social science or another related field.
- Experience with various data entries, systematization and analyses.
- Excellent computer skills and knowledge of data collection tools (KoBo Toolbox, Google Form, etc.) .
- Fluency in Romanian and Russian language

Salary: 29751 lei brut
