Program Development Officer (Consultant)

Background:

The United States Agency for International Development (USAID) Office of Transition Initiatives (OTI) awarded Dexis with the "Exploratory Pilot and Learning Options for Regional Efficiency” (EXPLORE) Europe Task Order. As a part of this Task Order, USAID/OTI aims to support Moldova through the Moldova Resilience Initiative (MRI), a 14-month engagement started in April 2022.

SOW Objective:

Program Development Officer (PDO) consultancy will support program implementation and close-out activities. PDO will report to the Chief of Party (COP) or their designee report.

This is a full-time consultant position for a period of up to 5 months.

Tasks & Responsibilities:

  • Present activity ideas at weekly activity design meetings and refine activity concepts for green light/activity clearance. 
  • Enter activity concepts in the OTI Web-Based Database upon yellow-light approval. 
  • Keep apprised of activities through implementation and support tasks associated with project completion including moving activity to Completed in OTI Web-Based Database.    
  • Write Final Evaluation Reports (FERs).   
  • Identify and develop relationships with potential grantees and local partners. 
  • Develop project concepts into fundable projects. 
  • Write grant agreements and enter information into OTI Web-Based Database. 
  • Manage and oversee individual activities from concept to conclusion. 
  • Provide technical assistance to support activity design and development.  
  • Support monitoring, evaluation, and learning efforts and use feedback and lessons learned from activity implementation to inform future activity design. 
  • Analyze grant budget estimates.  
  • Vet potential grantees against Office of Foreign Asset Control/terrorist activities per USG regulations.  
  • Oversee activity implementation and ensure compliance with grants management policies and procedures. 
  • Measure and track program achievements and impacts.
  • Assist the program in achieving measurably more impactful efforts.
  • Monitor contextual factors, including using data-driven approaches to enhance knowledge related to the engagement objectives.
  • Undertake, as security conditions allow, periodic visits to project locations to collect data and/or oversee data collection efforts.
  • With support from USAID/OTI, contribute to the design, implementation, and ongoing revision of a MEL system that adheres to USAID/OTI guidance and meets the needs of the program for learning, analysis, and reporting.
  • Undertake other duties as assigned by supervisor. 

Required Experience and Qualifications:

Minimum Requirements: 

  • Bachelor’s degree or equivalent university degree in a relevant field. 
  • At least five (5) years of relevant experience. 
  • Creative, new concepts and approaches-mindset wanted. 
  • Demonstrated experience working with community-based organizations and groups in participatory program development and implementation. 
  • Demonstrated experience in programs requiring community-level engagement. 
  • Ability to deliver training on topics related to local community-based organizations and NGO organizational strengthening. 
  • Ability to perform project monitoring, evaluation, and learning tasks. 
  • Experience living and working in Eastern Europe.    
  • Strong written and oral communication skills. 
  • Experience working in environments experiencing political transition.
  • Fluency in written and spoken English.  

Preferred Requirements: 

  • Experience with USAID programming, especially USAID/OTI programming, preferred 
  • Demonstrated professional proficiency in additional language(s).
