The National Congress of Ukrainians of Moldova (NСUM) is a non-profit and non-governmental organization dedicated to protecting and supporting Ukrainians in Moldova. It consists of the Union of Ukrainians of Moldova, the Community of Ukrainian Women of Moldova, the Association of Young Ukrainians of the Republic of Moldova Zlagoda, leaders of the Ukrainian civil society and communities. The three key values ​​of the National Congress of Ukrainians of Moldova are cooperation, transparency, and inclusivity.

The mission of the National Congress of Ukrainians of Moldova is to preserve Ukrainian identity, protect the legitimate rights of Ukrainians in Moldova, promote the effective participation of Ukrainians in the economic, civil, and social life of Moldova, and contribute to the contribution of Ukrainians to the development of Moldovan society.

Since February 24, 2022, the National Congress of Ukrainians of Moldova has played a key role in responding to the refugee crisis in Moldova. The team has implemented 11 projects, 7 of which were dedicated to responding to emergencies and 4 aimed at supporting Ukrainians from the Republic of Moldova. The National Congress of Ukrainians of Moldova has provided assistance to more than 30,000 Ukrainian refugees during its operation.

The Public Association National Congress of Ukrainians of Moldova, as a partner of the Office of the United Nations High Commissioner for Refugees in Moldova (UNHCR Moldova), continues to implement the project Ukrainian Counseling Service for Refugee Employment (Work) in 2024. The project is included in the list of implemented technical assistance projects provided for by Government Resolution No. 246 of April 8, 2010, on the application of a zero VAT rate to supplies of goods, services performed in the country, and the provision of tax and customs benefits related to the implementation of current technical and investment assistance projects falling under international agreements, of which the Republic of Moldova is a party (with amendments introduced by Government Resolution No. 776 of November 9, 2022, which entered into force on November 11, 2022) under No. 8721198018461.

Tender Objective:

The National Congress of Ukrainians of Moldova announces an open tender to select a company/companies to provide website development, marketing, and communication services.

Lot 1. Website Development: Development of an interactive multilingual website called Work. This site is intended to facilitate the employment process for Ukrainian refugees in Moldova. It will serve as a platform for refugees to connect with potential employers and provide professional educational resources and employment support.

Lot 2. Communication and Marketing: Development and implementation of marketing services for the Work project, aimed at employing refugees from Ukraine in Moldova.

Key actions include content creation, advertising materials, social media management, presentation and report development, as well as content production for a multilingual audience, including refugees from Ukraine, potential employers, local communities, and other stakeholders.

Tender participants shall submit the following document package:

  • Original proposal (signed and stamped), calculated in Moldovan lei at a 0% VAT rate, indicating the delivery term;
  • Contact details of the tender participant and the person responsible for the tender;
  • Banking details, including bank name, bank code, and MDL IBAN;
  • Copy of the registration certificate (in the territory of the Republic of Moldova).
  • Portfolio containing examples of company works in website development, design of offline and online POS materials, creation of marketing strategies and promotion plans, launch and management of online advertising campaigns, production and management of content on social networks.
  • Company presentation and description
  • Confirmation of operational capacity and ability to conduct operations in Russian, English, and Ukrainian
  • Work plan for the project implementation period.

Company Requirements:

  • The vendor must demonstrate willingness to cooperate following NCUM policies, including the personal data protection policy and personal data agreement.
  • 3 recommendations from previous clients.
