Tender no. 83487963 for the contracting of a short-term expert to support in assessment of the current situation and preparation of the necessary documentation for the Digitization of the Appeals Resolution Process
The German Development Cooperation through GIZ is seeking an individual expert to provide support in assessment of the current situation and preparation of the necessary documentation for the Digitization of the Appeals Resolution Process within the project Policy Advisory Fund. The services within the assignment will be provided in the period between May 2025 – September 2025.
The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The short-term expert shall meet the following criteria:
- University degree in Information Technology, Law, Economy, Public Administration, e-Governance, or related fields.
- Strong skills in business process analysis, including identifying inefficiencies, bottlenecks, and opportunities for digital transformation.
- 6 years of professional experience administrative reform, digital governance, institutional and process analysis in the public sector, development and implementation of digital tools for public institutions.
- Demonstrated experience in process mapping and gap analysis of public sector workflows, drafting technical specifications for IT systems or platforms, developing integration strategies for government digital systems.
- One proven assignment on development of technical documentation (system architecture, functional and non-functional requirements, interoperability standards) for the public authorities in the Republic of Moldova.
- Previous experience working with independent oversight bodies, procurement review agencies, or public complaints/appeals mechanisms is highly desirable.
- Solid understanding of IT project management, digital platforms, and integration with e-Government infrastructure.
- Knowledge of data protection, cybersecurity, and digital identity systems relevant to public institutions.
The successful application shall include:
1. Technical Proposal, containing (in a separate document):
- Detailed CV a maximum 2 pages of Motivation letter, and an additional document in form of a table listing all the requirements specified under the Professional Experience section, along with information demonstrating how the applicant meets each of those requirements, including relevant examples where applicable.
2. Financial Proposal, containing (in a separate document):
- Financial offer for the gross daily rate in MDL including the total amount for up to 60 workdays of assignment.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Successful offerors will be further asked for additional documentation such as copy of ID, bank data and other, as it might be required for the contracting. The successful finalist will be issued a short-term consulting contract.
Applicants shall hold the Moldovan citizenship for a period of at least 6 months at the date of application.
Bid’s evaluation will be performed based on the ratio 70% for the technical proposal and 30% for the financial proposal. Shortlisted candidates might be asked for an interview and additional information.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
