Tender no. 83487987 for the contracting of a company to provide environmental and climate assessment for 10 demonstration projects
The German Development Cooperation through GIZ is seeking a Company to ensure environmental compliance overview of the 10 proposed demonstration projects in agriculture and agroindustry via elaboration of the Environmental and Climate Assessment (ECA) evaluation reports for each. The topics of the demonstration projects are related (but not limited) to integrated pest management, modern irrigation methods, early warning system, nurseries, organic-origin fertilizer production, processing, circularity, recycling, packaging, agroforestry, agrotourism, etc. The services within the assignment will be provided in the period between June 2025 - June 2026.
The selected Company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The bidding company is expected to meet the following requirements:
- be a legal entity registered in the Republic of Moldova,
- prove at least 5 years’ experience in business consultancy, including in the international organizations support projects in climate, environment, social aspects,
- experience in areas of conducting a comprehensive impact assessment, incl. environment impact assessments and analyses,
- comply to the principles of Quality Management regarding the organization and implementation of consulting services
- The company of consultants should be able to demonstrate its capacity to ensure delivery of the expertise required by the team of experts consisting of at least 2 experts, as follows:
- Team leader / backstopper:
- Education/training: Master’s degree in economics or other relevant fields,
- Language: Fluency in Romanian and English is required,
- General professional experience: More than 5 years of experience in consultancy, and project management,
- Specific professional experience: Good knowledge of environmental and climate risk assessments,
- Leadership/management experience: High level of responsibility and ability to fulfill complex tasks under time and conditions pressure,
- Other: Capacity to efficiently communicate with various stakeholders – private companies, Government officials, etc.
- Expert in environmental and climate risk assessments / agriculture:
- Education/training: Master’s degree in environment protection and preservation/ agricultural business or other relevant fields,
- Language: Fluency in Romanian and English is required,
- General professional experience: More than 5 years of experience in environmental and climate risk analysis and consultancy with focus on agricultural economic development,
- Specific professional experience: Good knowledge of stone fruits and nuts industry and orchards management operations,
- Leadership/management experience: High level of responsibility and ability to fulfill complex tasks under time and conditions pressure,
- Other: Capacity to efficiently communicate with various stakeholders – private companies, Government officials, etc.
Interested companies are requested to provide the following documents and information:
- A technical offer outlining (in a separate sealed envelope):
The Technical offer should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables.
Technical offer based on the Terms of reference must contain the following chapters:
- Company profile and portfolio, list of previously implemented relevant projects (max 5 pages);
- Brief approach on achieving requested results for the tasks and deliverables (max 3 pages);
- detailed CVs – underlining relevant professional experience of the team members.
Financial offer based on the Terms of reference must include:
- Assignment of personnel, in total for up to 50 expert days;
- Travel expenses within the Republic of Moldova;
- Other relevant costs for implementation of the assignment.
The Financial offer shall contain the detailed budget expressed in Moldovan Lei, VAT 0%.
Only costs listed in this proposal can be reimbursed
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
