Adviser on Investment Promotion in the Region Center

The German Development Cooperation through GIZ is looking for an Adviser on Investment Promotion in the Region Center within its “Government Advice on Economic Development” Project.

The work place for this position is planned to be established within the facilities of Regional Development Agency Center (RDA Center), Ialoveni town.

The overall responsibilities provided for this position are as follows:                                                                     

  • ensuring the promotion of economic support structures in identifying opportunities for job-creating investments and business generation among local Small and Medium Enterprises (SMEs) within the priority sectors agreed with the project management;
  • providing support to the project partners (RDA Center and other regional structures/agencies) in the field of regional economic development with a special focus on investment attraction, including the development of regional and sectoral promotion materials;
  • providing assistance to the regional structures/agencies in analysing, developing and delivering advisory services to support local SMEs in their business development;
  • gearing investment and business generation activities towards the inclusion of disadvantaged groups by identifying opportunities in close collaboration with local social institutions, RDA Center, Chamber of Commerce and Industry (CCI), as well as business associations;
  • supporting the RDA Center, CCI and other regional structures/agencies to increase the employability of persons with high poverty risk.

Required qualifications:

  • Bachelor and/or Master degree in one of the following fields: Economics, International Relations, Industrial Engineering or a comparable field;
  • at least 4 years of relevant professional working experience, e.g. in a consulting company, public institutions, international development organization or business association; 
  • experience in the fields of Investment attraction and/or SME promotion is an advantage;
  • experience in working with disadvantaged groups would be an asset;
  • work experience in both Moldovan and foreign companies is a plus;
  • knowledge of the legislative background related to entrepreneurial activity and investment promotion;
  • fluency in English and Romanian; knowledge of an additional language (German, Italian or French) is a plus;
  • willingness to upskill as required by the tasks to be performed;
  • very good working knowledge of standard office software;
  • outstanding networking and communication skills;
  • problem-solving skills, the ability to negotiate, be a strong team player, and have initiative;
  • valid category B driving licence;
  • Moldovan citizenship or holding permanent resident status in Moldova.
