Organizational Context 

The project is aimed at reducing the risks from obsolete and currently used pesticides for the communities from the both banks of river Nistru.

To achieve that the project will be addressing three main aspects: 

  • raising awareness of key stakeholders (environmental authorities, educational institutions, civil society organizations, local authorities) and level of their knowledge in the area of obsolete and currently used pesticides;
  • raising technical capacities in risks identification;
  • and improvement of legal framework on pesticides management.

The project will bring in the existing experience in remediation of contaminated territories, support tailoring to local needs the international methodologies of risks identification and their piloting; support the improvement of legal framework in the area. Activities with different target groups from both banks of the river Nistru will help to identify joined interests in the area of chemical safety, facilitate exchange of experience on the technical level and formulate the proposals for joined working groups on confidence building in the area of environment to reduce environment and health risks caused by dangerous substances.


The main objective of the assignment:

The purpose of this position is to support the implementation of the communication and raising awareness component for the implementation of the project, that will be in coherence with the Project document, internal and visibility regulation of donors (British Embassy Chisinau) and the implementing partners. The Expert will work under direct supervision of the EcoContact project manager, Communication manager and in close cooperation with the other team members.


This assignment consists from two lots: 

Lot 1. Information campaign experts (project activity 1.5) 

Lot 2. Facilitator related to organization of five events regarding project information campaign (project activity 1.5) 


The specific tasks for each lot assignments are as follows:

Lot 1. Information campaign experts (project activity 1.5) 

  • to assist the PA EcoContact in the development and implementation of an awareness campaign on preventing risks of accumulation of obsolete chemicals and contamination;
  • to develop the text (Russian/Romanian) of the informational leaflet and present the ideas for the graphic design and images to be used;
  • to develop the text (Russian/Romanian) of the brochure and present the ideas for the graphic design and images to be used;
  • to develop the text (Russian/Romanian) of the poster and present the ideas for the graphic design and images to be used;
  • to present the ideas to the concept of the video spot, participate in the selection of the subcontractor and further discussions on the production of the video spot.
  • to provide the inputs for the five awareness raising events, 2 roundtables (Tiraspol, Chisinau) for stakeholders on preventing risks from Ops, and facilitate the events;
  • Provide the report on the implementation of assignment with lessons learned and follow up steps that can be applied in similar projects.

Lot 2. Facilitator related to organization of five events regarding to project information campaign (project activity 1.5) 

  • Develop Objectives, Content and Methodology of the information campaign events;
  • Provide logistic support in events organization, prepare materials;
  • Ensure that administrative norms such as schedule, breaks, timeliness etc. 
  • Ensure that all five workshop sessions are linked together and integrated into a coherent whole;
  • Coordinate day-to-day activities of the workshop, including briefing, supporting and coordinating other workshop resource persons and facilitators;
  • As necessary, and in cooperation with Project staff, liaise with venue staff to ensure appropriate standards of facilities and troubleshoot minor problems.

  • Advanced university degree in Journalism/Mass Communications or any other relevant field;
  • In-depth knowledge of development issues, understanding of environment / rural problems / obsolete pesticides and relevant work experience in the field of communications applied to development work;
  • Knowledge and understanding of British Embassy, EU, other Donors’ programming cycle and requirement for Communication and Visibility activities;
  • Three to five years of progressively responsible experience, including practical experience in developing and implementation of communications plans and programmes;
  • Ability to analyze, plan, communicate effectively orally and in writing, draft report, solve problems, organize and meet expected results, adapt to different environments (cultural, economic, political and social);
  • Fluency in English, Russian and Romanian orally and in writing;
  • Good interpersonal skills, solid judgment/decision making, initiative, creativity and team player; self-starter and results-oriented;
  • Computer literacy and ability to effectively use office technology equipment, IT tools.


Payment will be done on submission and approval of deliverables stipulated above according to invoice.
