CNFA is a non-profit international development organization based in Washington D.C. which currently implements the USAID-funded Farmer-to-Farmer project in Moldova. CNFA requires the services of an individual consultant or local company to develop legal documents and templates for three organizations working within the organic agriculture value chain of Moldova (MOVCA, Katalyst Kitchens, Agrobiznes.md). The scope of work derives from an organizational capacity assessment conducted recently of each organization, which recommended activities to be taken to support the organization’s performance, taking into account other assistance offered by F2F. The selected consultant or team is expected to work independently, with periodic meetings with other consultants working on related areas (if relevant) as well as the F2F Moldova team

The summary of tasks can be found below:

• Develop templates for contracts to be used by the organizations (employment, service, lease, copyright);
• Propose adjustments to the organizations’ by-laws by introducing new articles or modifying certain articles.

Anticipated period of performance: July 15 - December 15, 2021.  

Offer Deadline and Protocol: Offers must be received no later than July1, 2021, 5.30 pm Moldova time. Offers must be submitted by emailing the offer to Nadejda Mocanu, recruitment@cnfamoldova.org.

Evaluation and Award: The award will be made to a responsible offeror whose offer follows the RFP instructions, meets the eligibility requirements, and meets or exceeds the minimum required technical specifications, and is determined via a trade-off analysis to be the best value based on application of the below evaluation criteria. Best value determination will consider both technical and financial proposals, i.e., the best approach and anticipated results in combination with a reasonable cost. Proposed costs must reflect and clearly match the degree of sophistication of the technical approach. The relative importance of each individual criterion can be found in the RFP (please follow the above published link for access).
