The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project “Strengthening the Rule of Law and Anti-Corruption Mechanisms in the Republic of Moldova”. As part of this project, GIZ intends to award a contract for construction / installation of the Photo-Voltaic System Batteries and electrical works at the premises of 5 Territorial Prosecutor’s Offices (Ocnita, Balti, Hincesti, Causeni and Comrat).

The scope of work includes procurement and installations of 5 complects of batteries (for energy storage) for the already installed 5 PV System outside the buildings.

In the period of December 2024 till February 2025, 5 solar panel systems at various local prosector’s offices in Moldova were installed:

1. Ocnita – 20kW

- 36 pcs. photovoltaic panels model LONGI LR5-72HTH-550M,

- one inverter model HUAWEI SUN 2000-20KTL-M5 – (Three-phase inverter Huawei SUN2000-20KTL-M2 (20 kW))

2. Balti – 50kW

- 90 pcs. photovoltaic panels model LONGI LR5-72HTH-580M

- one inverter model SOFAR 50KTLXG3. – (Inverter 50 kW SOFAR 50KTLX-G3 (on request)

3. Hincesti – 20kW

- 40 pcs. photovoltaic panels model LONGI LR5-72HTH-580M

- one inverter model Deye SUN – 20K-GO5 (20 KW Inverter Deye Hibrid SUN-20K SG01HP3-EU TRIFAZAT – Moldova)

4. Caușeni - 15kW

- 32 pcs. photovoltaic panels model LONGI LR5-72HTH-550M,

- one inverter model Deye SUN – 15K-GO5

5. Comrat – 20 kW

- 36 pcs. photovoltaic panels model LONGI LR5-72HTH-550M,

- one inverter model HUAWEI SUN 2000-20KTL-M5

The bidder must ensure that its solution works properly with the existing solar system and its inverters.

The delivery and installation shall include all materials (including additional inverters if necessary) required for a complete and proper connection to the existing PV system. These are to be offered by the bidder in such a way that no avoidable energy losses occur in a professional manner and the PV system and batteries harmonies fully with each other.

The bidder guarantees that the additional installation and the existing installation do not conflict with each other.

Interested bidders are required to submit the following set of documents: 

• Offer (duly signed and stamped), calculated in MDL at 0% VAT and goods delivery time (Required delivery term: shortest possible, not later than 31.10.2025); 

• Certificates of origin for the goods offered; 

• Short description/overview of the company experience and qualification; 

• Contact information for the bidder and responsible person; 

• Bank data including bank name, bank code and IBAN MDL; 

• Copy of company registration certificate (registration in the Republic of Moldova), as well as other related licenses and permissions; No-debt certificate from the Moldovan State Inspection or copy of the latest financial report. 

All documents shall be submitted in a sealed envelope, showing the tender name and number (91187520) on it. 

The applications shall be delivered to the address of GIZ Office Chisinau. (MD-2001 Chisinau 73/1 Stefan cel Mare si Sfant Bvd., NBC - National Business Center, 9th floor) not later 25.07.2025, time 15:00. 

Applications submitted after the deadline, or inappropriately sealed, as well as incomplete offers will not be considered.
