Invitation for tender to contract qualified auditors (expenditure verifier) to perform the verification of reported expenditure for the project SUSTAIN II MOLDOVA financed by Neighbour in Need / Austria Development Agency

Dear Madam/Sir,
Caritas Austria and three local partners (Caritas Moldova, Diaconia and Ave Copiii) are planning to award a service contracts to a qualified auditor/to qualified auditors for the verification of reported expenditure of the project SUSTAIN II MOLDOVA, implemented in Moldova. The project is funded by the NIN/ADA and an own contribution of Caritas Austria.
Details regarding the project’s background (results and activities, implementing partners) can be found in in Annex 1 Terms of References as well as details regarding the scope of audit.
SUSTAIN II MOLDOVA
The project aims to address urgent needs of Ukrainian refugees and local vulnerable families, which face barriers in accessing basic services especially in rural areas, as well as food insecurity, by providing essential support in food security, physical and mental healthcare, and education. Additionally, it promotes social inclusion and safeguards the dignity and protection of beneficiaries. In partnership with Caritas Moldova, Diaconia, and Ave Copiii, Caritas Austria distributes vouchers for food, medicine, and school supplies. Beyond material assistance, the project will offer vital social services, including job counselling, legal aid, psychological support, and educational programs for children. It will also implement school- and community-based workshops on gender equality and gender-based violence (GBV) prevention. Furthermore, local partners will benefit from capacity-building sessions and regular team supervision, ensuring sustainable impact and effective service delivery.

Audit process
Audits have to be carried out in line with Annex 1 Terms of Reference. Project costs have been incurred by project partners in Moldova only. Related documents (invoices, supporting documents) are collected and filed in the office of the three local partners in Chisinau.
