GIZ - Communication and PR Specialist

GIZ is looking for a Communication and PR Specialist within its Country Office in the Republic of Moldova.
This position is expected to start in January 2026 for a 12-month period, with the possibility of extension.
The permanent workplace of the Communication and PR Specialist will be located at the GIZ Country Office facilities in Chisinau. The Communication and PR Specialist will act as a specialist in strategic communication within GIZ Moldova Country Office and will be responsible for:
- Identifying, initiating and implementing internal & external communication with the German Embassy, GIZ partners, GIZ regional projects with representatives in Moldova, donors, KfW, media representatives etc.
- Informing and foster awareness raising with respect to activities conducted by GIZ in Moldova. All outputs should reflect the broader GIZ Moldova communication framework: clearly outlining the benefits for Moldovan citizens, and at the same time ensuring accountability and transparency towards German taxpayers, by showing the value and impact of German and European Union support.
- Promoting messages & products on the topic of German Development Cooperation, while integrating the voices and perspectives of Moldovan citizens.
- Capacitating the strategic communication ability of projects and partners on presenting results within local and national media (media appearances).
- Ensuring visibility of GIZ projects portfolio, focusing on its objectives and achievements via GIZ IDA platform, GIZ Moldova Facebook page and other relevant social media platforms; through a citizen-oriented approach that highlights how the project contributes to improving the daily lives of Moldovan citizens.
- Coordinating all communication and protocolary aspects during high-level events/meetings in accordance with communication and visibility concept for the German development cooperation.
Required qualifications:
- Master’s degree in communication, journalism, public relations or equivalent professional work experience in the communication area,
- At least 5 years general work in communication and visibility, preferably within the international development community,
- Experience with the communication and visibility framework of GIZ as well as the EU is a strong advantage,
- High level of political sensitivity, eloquence and confidence when communicating in institutional and intergovernmental contexts,
- Excellent command of written and spoken English, Romanian & Russian; German is an asset,
- Strong advisory, interpersonal, and presentation skills, with proven ability to communicate complex information clearly and effectively to diverse audiences,
- Sound understanding of public-sector communication, including experience engaging with ministries, authorities, and donor/international institutions,
- Proven ability to identify communication opportunities and to effectively manage relationships with media representatives, government officials, and development partners,
- Strong command of digital communication tools and platforms, including social media management and analytics,
- Curiosity, creativity, and willingness to learn and apply innovative communication approaches,
- High sense of initiative, responsibility, and discretion, with the ability to work independently while maintaining regular coordination with the line manager and teams,
- Team-oriented mindset, supportive of colleagues and able to feedback and collaboration,
- Excellent organizational and time management skills; ability to plan and deliver under pressure and tight deadlines,
- Excellent computer skills (MS Office, Outlook, Internet applications and other),
- Basic graphic design, photo/video editing skills, and familiarity with layout software (e.g. Canva, Adobe tools) are assets,
- Willingness and ability to travel within the country to support events and field activities as required,
- Moldovan citizenship or holding permanent resident status in Moldova.
