Background information

Internews in Moldova is looking for a Monitoring & Evaluation Manager/ Program Manager to be hired in line with Internews’ Core Values and USAID rules and regulations, as well as other donors’ requirements.

Internews in Moldova is managing the Media Enabling Democracy, Inclusion and Accountability in Moldova (MEDIA-M) project. It is a five-year project implemented by Internews and funded by the United States Agency for International Development (USAID). The project aims to promote the development of an independent, professional media that gives citizens access to a variety of perspectives, and to create a media sector that is more resilient to political and financial pressures. Additionally, Internews in Moldova is finalizing a Swedish funded project “Supporting Independent Media in Moldova.”

Main Duties and Responsibilities

The Monitoring & Evaluation Manager / Program Manager (full time) works in close collaboration program management team and under direct supervision of the Chief of Party (DCOP) and should:

  • Work with the Chief of Party, regional M&E staff, Internews in Moldova team and local partners to coordinate, oversee and update when necessary the reporting and M&E framework and systems for the Media-M project;
  • Responsible for collecting, verifying, and reporting M&E data required in the MEDIA-M M&E plan in compliance with USAID’s, other donors and Internews’ data quality standards;
  • Manage systematic collection of data from all sub-grantees in accordance with their grant agreements;
  • Oversee consistent application of M&E standards by MEDIA-M subgrantees through regular monitoring visits;
  • Ensuring that all sub-awards developed and apply well-designed M&E plans that utilize realistic and relevant indicators and targets;
  • Provide relevant M&E training and mentoring for MEDIA-M subgrantees and MEDIA-M team;
  • Manage procurement of research companies that will design and implement target research to develop M&E indicators;
  • Support the design and implementation of assessments and other surveys according to approved workplans;
  • Coordinate with sub-grantees to ensure their timely submission of reports that meet Internews’ and donor standards for quality, detail, and clarity;
  • Responsible of coordination, compiling and producing the narrative reports per donor guidelines, with MEDIA-M team assistance. Work closely with Internews’ HQ staff to revise the reports as necessary;
  • Together with the Chief of Party, Deputy Chief of Party, and HQ staff in the development, coordinate drafting, and editing of annual project workplans;
  • Assist the MEDI-M team in project communications materials, success stories, and event announcements as per donor requirements and Internews’ internal standards;
  • Solicit logistics for designated project-related events and meetings run through Internews;
  • Other duties as assigned.

Required Qualifications: 

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Relevant university degree, preferably with a focus on monitoring, evaluation and research.
  • A minimum of 3 years’ experience in monitoring and evaluation of internationally funded democracy and governance programs. Experience in monitoring USG-funded programs and media related projects preferred.
  • Proficiency in evaluating design and development of M&E indicators. Working knowledge of statistics and ability to obtain, analyze and interpret data and present findings.
  • Experience in quantitative and qualitative data collection/survey design, implementation and analysis.
  • Competent in qualitative methodologies and participatory assessments.
  • Familiarity with common assessment frameworks such as organizational capacity assessments, and principles of survey design and analysis.
  • Familiarity with digital safety/security assessments, audience indicators is an asset.
  • Competency in MS Excel, Word processing, Power Point.
  • Experience working in challenging environments and ability to work discreetly and securely.
  • Professional working proficiency in English and Romanian and proficiency in Russian required.
  • Ability to work as part of a team in a fast-paced environment while meeting deadlines.
  • Openness to interact with people of different nationalities, religions and cultural backgrounds.
