Terms of Reference (ToR)

for Monitoring and Evaluation (M&E) Consultant

Background:

Street Child UK is seeking to hire a consultant for Monitoring and Evaluation (M&E) to support its programs and projects in Moldova.

The M&E consultant will play a crucial role in ensuring effective monitoring, evaluation, and learning across all projects undertaken by the organization in the country.

The M&E Consultant will be responsible for

  • designing M&E frameworks,
  • collecting and analyzing data,
  • Provide insights to improve the program’s performance, outcomes, and reporting on three levels:
    - Organizational performance
    - Project’s performance and outcomes
    - Sustainability and Scalability analysis and recommendations

Objective:

The primary objective of this position is to strengthen the organization's monitoring and evaluation mechanisms, ensuring that the program in Moldova is implemented efficiently, outcomes are measured effectively, and lessons learned are integrated into future project planning and implementation.

Responsibilities:

Develop and implement M&E frameworks, systems, and tools for ongoing monitoring and evaluation of projects, by using organization’s templates.

Design data collection methodologies, including surveys, interviews, focus group discussions, and other qualitative and quantitative techniques.

Collect, analyze, and interpret data to track project progress, outcomes, and impact.

Ensure the timely and accurate reporting of M&E findings to project stakeholders, and senior management.

Conduct regular field visits within the Republic of Moldova to monitor project activities, gather data, and identify challenges and opportunities for improvement, if applied.

Facilitate learning and knowledge-sharing sessions to capture and disseminate best practices, lessons learned, and recommendations for future programming.

Collaborate with the project team to incorporate M&E findings into project planning, decision-making, and adaptive management processes.

Qualifications:

Bachelor's or Master's degree in a relevant field (e.g., development studies, social sciences, statistics, management/ financial studies etc.).

At least 2 years of experience in monitoring and evaluation, preferably in the context of international development projects.

Strong understanding of M&E concepts, methodologies, and best practices.

Proficiency in data collection, analysis, and visualization tools and software (e.g., Excel, SPSS, Stata, etc.).

Excellent analytical skills with the ability to interpret complex data sets and draw actionable insights.

Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders.

Proven ability to work independently and as part of a team in a dynamic and fast-paced environment.

Experience working in social and/or humanitarian projects within local NGO and /or INGO is desirable.

Fluency in English is an asset.

Duration and Location:

The position is based on a consulting contract and will be based in Chisinau, Republic of Moldova.

The initial contract duration is 6 Months with the possibility of extension based on performance and the project’s duration.

Reporting:

The M&E Consultant will report directly to the Project Coordinator and Programs Manager
