Background

The incumbent will manage the implementation of the UNDP project “Curbing corruption by building sustainable integrity in the Republic of Moldova”.

The project will contribute to achieving a sustainable integrity and anticorruption system in the Republic of Moldova through the strengthened capacities of the public and private sector entities and the civil society for the efficient application and monitoring of national integrity instruments and standards. The project will enhance capacities of the public and private sector actors, as well as of the Civil Society Organizations for the implementation of effective corruption prevention instruments and tools and will strengthen the anticorruption demand side through an increased public awareness on anticorruption and on the means to curb corruption. It will contribute to the progressive implementation of the Sustainable Development Goal 16 that calls for a substantial reduction of corruption and bribery in all their forms and for developing effective, accountable and transparent institutions at all levels. To respond to the national strategic priorities, the Project is framed around the National Integrity and Anticorruption Strategy (NIAS) 2017-2020 and responds to the needs of its various actors and stakeholders in addressing the challenges for the effective implementation of NIAS. A particular attention will be given to engaging youth and women in the Project implementation.

The project will be implemented during January 2019 – December 2021.

Under the guidance and direct supervision of the Effective Governance Cluster Leader, the incumbent provides effective and efficient management of the project through a range of actions contributing to planning, implementation, management and monitoring of the corresponding activities. The Project Manager applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations. He/she is responsible and accountable to the Project Board for the project’ results.

The Project Manager works in close collaboration with the Programme, Operations, Communications and other project teams in the Country Office (CO) for effective achievement of results, anticipating and contributing to resolving complex programme/project-related issues and information delivery. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Duties and Responsibilities

The Project Manager under the direct supervision of the Effective Governance Cluster Leader and in close cooperation with the National Project Coordinator, will ensure the provision of development services and products (commensurate with the scope of the Project) of the highest quality and standards to national counterparts and clients through applying Human Rights Based Approach and Gender Equality approach. More specifically, he/she will perform the following tasks:

Project Management and Coordination

  • Ensure sound project management from the planning to evaluation stages;
  • Coordinate and ensure the timely and efficient delivery of project outputs and outcomes leading to the achievement of expected results;
  • Prepare workplans reflecting the scope of activities, timing, sequencing, cost and other relevant information for project implementation in line with the agreed Project’s Multi-Annual Work Plan;
  • Ensure overall cooperation and coordination of activities with project stakeholders and with other relevant UNDP projects;
  • Ensure compliance with applicable UNDP rules, regulations and procedures for project implementation to ensure that project outcomes are achieved, and resources are managed efficiently and effectively;
  • Manage and supervise human resources pertaining to the project, including both project staff, short-term consultants and companies; conduct periodic performance appraisals; build, lead and motivate a solid team of professionals;
  • Draft and validate terms of reference for international and national consultants, concept notes and project proposals;
  • Coordinate the efficient use of financial resources of the Project, including budgeting and budget revisions, and oversee expenditure tracking and reporting;
  • Maintain the project risk register and monitor and mitigate issues in line with UNDP rules and procedures;
  • Lead and coordinate the organization of meetings, workshops, conferences and related activities relevant to the overall implementation of the Project.

Monitoring and Reporting

  • Monitor project implementation against the multi-annual and annual workplans and take remedial action where necessary;
  • Monitor project outcomes against the targets and indicators set in the Results and Resources Framework (RRF);
  • Oversee data collection for monitoring and evaluation purposes;
  • Oversee overall allocation and disbursement of project funds, ensure proper resource allocation and appropriate actions are taken to optimize use of project funds;
  • Contribute to donor reporting by providing inputs to narrative reports on project activities and results and reviewing financial reports;
  • Present periodic narrative and financial progress reports to the Project Board and UNDP management.

Knowledge Management and Sharing

  • Ensure proper documentation and archiving of project documents (progress reports, project board documentation, official correspondence, financial and procurement records, M&E data etc.) and deliverables produced in accordance with the UNDP guidelines;
  • Formulate and document lessons learnt for future project implementation and for use by UNDP Moldova at large;
  • Ensure project visibility through the dissemination of key results to stakeholders and tothe public via selected media;
  • Contribute to the exchange of information and knowledge products within the project and outside.

Partnership and advocacy

  • Ensure effective partnership, networking and coordination with other ongoing UNDP projects, and other relevant projects and activities in the country for a more holistic and coherent approach to project implementation.

Perform any other duties connected directly to the implementation of the Project as required, i.e.:

  • Support the Cluster Leader and the CO Programme Unit with substantive contributions in Programme development, formulation and in strategic processes. Engage with relevant donors and contribute to the CO resource mobilization efforts;
  • Support the implementing partners in managing donor contributions in a coordinated way towards achieving common objectives in the programme area.

Key Results:

The key results have a direct impact on the overall successful achievement of the Government’s wider reform agenda, the National Development Strategy Moldova 2030 linked to the Sustainable Development Goals, and the National Integrity and Anticorruption Strategy 2017-2020. The key results have a direct impact on the overall successful achievement of the UN-Republic of Moldova Development Assistance Framework Outcome 1: “The people of Moldova, in particular the most vulnerable, demand and benefit from democratic, transparent and accountable governance, gender- sensitive, human rights- and evidence-based public policies, equitable services, and efficient, effective and responsive public institutions”. This position has an impact on the overall effectiveness and success of UNDP interventions and activities in the assigned sectorial/thematic area of promoting democratic governance. By helping ensure effective design, planning, implementation, and M&E of assigned sectorial/thematic area and building networks and helping mobilize resources for these areas, the incumbent enhances the organization’s capacity and credibility in implementation of highly effective projects with strong impact on democratic frameworks to become representative, accountable and transparent for the benefit of citizens.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in law, human rights, political science or other related areas. Additional training and certification in project management would be an advantage.

Experience:

  • At least seven years of professional experience, including at least five years of progressive working experience in the design, management and implementation of projects and/or working in a relevant position to this post;
  • Previous experience of work in the field of anticorruption;
  • Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO or private sector / consulting firm is a very strong advantage;
  • Extensive experience in managing a multidisciplinary team;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language and UN values requirements:

  • Fluency in oral and written English, Romanian and Russian;
  • Knowledge of one or more minority languages relevant for Moldova, including Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is an asset;
