GIZ - Advisor on economic aspects related to energy efficient residential housing
The German Development Cooperation (GIZ) is looking for an Advisor on economic aspects related to energy efficient residential housing to join the Energy Efficiency and Renewable Energy team in Chisinau. The project component is financed jointly by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Ministry of Foreign Affairs of Denmark.
This position is planned to start in March 2025 and last for a 12-month period with the possibility to be extended, based on a successful employment period and project extension. The Economic Advisor will be responsible for conducting in-depth economic analysis of energy market, focusing on the costs, benefits, and long-term impacts of Nearly-Zero Energy Buildings (NZEB) and Passive Houses (PH) in the residential building sector, analysing the economic implications of existing and proposed energy policies, including regulations, subsidies, loans, and incentive schemes, and performing cost-benefit analyses and evaluation of the economic feasibility for energy projects, with a focus on NZEB / PH, considering capital costs, operating expenses, potential revenues, and risk factors. The permanent workplace for this position is in Chisinau. The overall responsibilities covered by this position are as follows:
- provides expertise in economic analysis on energy markets and project viability, particularly in the field of NZEB / PH technology.
- conducts comprehensive assessments of energy policies and regulations, advising on frameworks that promote sustainable energy practices and NZEB / PH technology.
- evaluates the economic and financial performance of NZEB / PH projects, developing strategies to optimize returns while mitigating risks.
- supports the preparation of economic models, cost-benefit analyses, and policy impact assessments for NZEB / PH initiatives.
- monitors the economic aspects of NZEB / PH projects, ensuring alignment with financial and sustainability goals.
- delivers training and capacity-building activities for national partners on energy economics and market analysis relevant to NZEB / PH technology.
- design suggestions for loan products in the context of NZEB / PH construction together with local banks.
- provides support to relevant financial institutions in the promotion of green banking products.
- researches/compiles relevant information to be shared with the main stakeholders of the project.
- ensure project communication both GIZ internally and externally.
- contribute to development of strategies and concepts, including guidelines, manuals and procedures related to economics in the field of NZEB / PH technology.
- assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation.
- prepares appropriate input for various project reports including annual reports and outreach material.
- coordinates external international/national consultants, including preparation of terms of reference, contract negotiations, communication with GIZ procurement unit, as well as deliverables of consultants, quality assurance and internal/external reporting.
Required qualifications:
- Master's Degree in Economics, Business-Administration, Financial Engineering, or a related field
- Recognized expertise and work experience in Economics with a focus on energy aspects
- Sound knowledge of the Moldovan energy sector and its economic aspects
- Solid knowledge on RE (technologies, policies, frameworks) and EE in buildings
- Expertise related to the banking/finance sector in Moldova is considered an asset
- First-hand experience with governmental entities is considered an asset
- At least 5 years professional experience related to energy and/or economics, preferably in RE/EE sector
- Knowledge regarding NZEB / PH concepts and technology will be an asset
- Language skills: excellent Romanian and English (both spoken and written), knowledge of German is an asset
- Strong work ethics and sense of responsibility
- Very good communication skills and commitment to teamwork
- Ability to provide substantive, clear and concise contributions to knowledge products
- Excellent knowledge of ICT technologies and computer applications (e.g. MS Office)
- Willingness to upskill as required by tasks to be performed – corresponding measures are agreed with management
- Skills in defining problems, collecting data and processing information
- Ability to organize, to work independently and to meet deadlines
- Ability to transmit knowledge in a user-oriented way
- Results oriented performance
- Willingness to travel (locally and abroad) occasionally
- Moldovan citizenship or holding permanent resident status in Moldova
