GIZ - Technical Advisor

GIZ is looking for a Technical Advisor for its regional project “Strengthening sustainable and digital trade routes and logistics concepts between Eastern Partnership countries and with the EU”, financed by the German Federal Ministry for Economic Cooperation and Development (BMZ). The new GIZ project aims to improve cooperation between stakeholders responsible for sustainable & digital trade routes and logistics concepts in the countries of the EaP and with the EU.

This position is expected to start on 15.01.2025, until the 31.01.2028. The permanent workplace for this position is in Chisinau, with the requirement of business trips (approx. 3-4 / p.a.) to the countries of the Eastern Partnership (EaP) and/or the European Union.

The Technical Advisor is responsible for the management of activities of the project in Moldova and/or cross-border with other countries in the realm of the project (EaP/EU). Depending on own technical background, to provide advisory services to the partner on topics such as greening & digitalisation of transport & logistics, Trans-European Transport Network (TEN-T) and/or customs and border processes.

The Technical Advisor reports to the head of project (AV) and cooperates closely with other staff-members of the project, such as the Legal Experts on EU accession and with the National Coordinators / Technical Advisors [hereafter coordinator] of the project in other EaP countries.

The Technical Advisor would be responsible for:

  • Supporting the head of project in the planning, coordination, and implementation of activities, including but not limited to the support to the development sustainable and digital solutions to trade, transport, and logistics in Moldova,
  • Liaising closely with relevant local partners to design, plan, and implement activities for the project in Moldova and the Eastern Partnership (EaP) countries in the region,
  • Exploring possible synergies with other implementing agencies and projects, including those implemented by other donors on digital & green solutions/innovation in transport, logistics, and trade,
  • Contributing to GIZ internal innovation and knowledge management.

The main tasks of the Technical Advisor are:

Coordination

  • is responsible for general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, and documentation for Moldova,
  • is responsible for the preparation and follow-up the development of Terms of Reference for various consultants and contractors for Moldova,
  • compiles relevant information for joint activities and assignments with coordinators of the project in other EaP,
  • handles day-to-day project management on behalf of GIZ (monitoring, project progress review, reporting),
  • arranges for or conducts eligibility checks of project partners with whom grant agreements and/or local subsidies are due to be concluded,
  • provides technical and administrative advice to project partners on implementation of grant agreements and/or local subsidies,
  • monitors progress of grant agreements and/or local subsidies and the performance of external experts and ensures appropriate follow-up action,
  • provides regular updates to the head of project on the progress of activities,
  • carries out other related tasks as assigned by the head of project.

Networking and cooperation

The Technical Advisor:

  • identifies possibilities of synergies with other technical and financial assistance projects in Moldova and/or the EaP region as well as opportunities for local partners within EU-funding lines such as Connecting Europe Facility,
  • supports cooperation, regular contact and dialogue with partners, assists with visibility and communication work and cooperates with relevant organisations and individuals to improve and maintain good image of the project and of GIZ,
  • coordinates and collaborates with other GIZ and development partners’ programs and project,
  • coordinates and collaborates within the project, also with colleagues in other EaP countries, to design or review sustainable & digital transport, trade and/or logistic related interventions.

Knowledge management

The coordinator:

  • ensures knowledge transfer, in close cooperation with the project Monitoring/Communication expert,
  • draws up reports and presentation documents,
  • prepares appropriate input for various project reports including, BMZ inquiries and reports, and contributes to other reports as requested,
  • assists with research activities and studies,
  • shares experiences and knowledge with partners and other GIZ colleagues.

Technical advisory

The Technical Advisor:

  • provides technical assistance to local partners toward the use of sustainable and digital solutions, policies, innovations, etc. related to trade, transport, and/or logistics,
  • supports in awareness raising in the region about regional benefits of cooperation on digital &, sustainable trade, transport, and/or logistics concepts and documentation,
  • supports the implementation of the European Union acquis activities related to digital & sustainable trade, transport, and/or logistics topics,deals with the design, preparation and implementation of workshops, seminars, trainings, studies, and other events on issues connected with digital & sustainable trade, transport, and/or logistics concepts and documentation.

Required qualifications:

  • Master ‘s degree in economics, transport engineering or transport economics, business informatics, business management or in an area that is related to the project objectives (equivalent to MA),
  • Professional experience, at least 4 years, in a comparable position, managerial experience (including technical steering of projects),
  • Professional experience, at least 2 years, in digital transformation of small and medium-sized enterprises (SME), trade facilitation and/or transport promotion, obtained in an international organization, a public entity, or an industrial association,
  • Professional experience, at least 2 years, working in in a policy environment,
  • Experience in the private sector with relevance to the project topics would be an advantage,
  • Good working knowledge of ITC technologies and computer applications (e.g. MS Office),
  • Experienced to work in an international team,
  • Knowledge of the GIZ system is an advantage,
  • Business fluent command of Romanian and English language (verbally and written),
  • Knowledge of German, Georgian, Armenian, Azerbaijan, or Ukrainian would be an advantage,
  • Professional experience in Moldova, Azerbaijan, Georgia, Ukraine, or Armenia would be an advantage,
  • Good self-organisation skills,
  • Customer and service-oriented attitude,
  • Willingness to upskill as required by the tasks to be performed,
  • Ability to work under pressure.
