In the context of the efforts of the Republic of Moldova and the Chisinau City Hall to support the management of the humanitarian crisis and the management of the number of refugees by external partners (international and funding programs), the position of Communication Specialist within the Chisinau City Hall will be created to support the efforts strategic and effective communication.

The Communication Specialist within Chisinau City Hall will represent the main point of contact coordinating actions, up-to-date information, progress in the management of the refugee crisis between Chisinau City Hall, Government, local civil society and other organizations/agencies that are willing to support these joint efforts. The Communication Specialist will serve as the official intermediary for senior officials of all organizations to communicate and coordinate their activities related to refugee management in the Chisinau Municipality and their integration. The Specialist will support strategic partnerships by providing high-quality advice, facilitating effective knowledge management and providing technical assistance for planning, coordinating, monitoring and reporting refugee crisis management in any collaboration. The specialist will be present as a facilitator to assist and support this process to coordinate updated information between all partners and stakeholders involved in the refugee crisis management within the Chisinau Municipality.

Key Responsibilities

  • Develops and implements the Municipality’s Branding and Communication Strategy related to refuges response;
  • Designs the communication and public relations plan in accordance with the objectives of the Chisinau Municipality, its Branding and Communication Strategy and the annual activity plan;
  • Ensures communication of Chisinau Municipality with the Government authorities, local civil society and other organizations/agencies related to refugee response;
  • Develops and manages local and external communication campaigns related to refugee response;
  • Initiates and maintains a continuous and constructive dialogue with local and international media institutions;
  • Responsibility for selecting media channels, content and form of communication to achieve the objectives set. Ensures the consistency of external communication activities;
  • Prepares and distributes articles, press releases, newsletters on topics relevant on the website of the Chisinau Municipality and on social networks;
  • Ensures the participation and management of the press in the events organized by the Chisinau Municipality;
  • Works closely with team members to ensure that the message communicated is consistent with the overall communication objectives;
  • Participates in the preparation of internal reports and contributes to the presentation of the organization’s results in these reports;
  • Copywriting of internal communication: grammatical correction and stylistic writing of important internal and external materials, activities or topics relevant to the target audience of the Chisinau Municipality in Romanian, Russian and/or English;
  • Develops and manages the content on the website of the Chisinau Municipality to cover the refugee response;
  • Manages aspects related to the visual identity of the Chisinau Municipality;
  • Responsible for the social media activities and the online presence of the Chisinau Municipality (on Facebook, Instagram, Telegram, LinkedIn, Youtube, Twitter, etc.)

 

Qualifications

  • Proven work experience in communication, journalism or other related fields and a good knowledge of cooperation with local media agencies;
  • Very good communication skills;
  • Proven work experience in conceptualizing and organizing communication campaigns at local and international level;
  • Fluency in Romanian and English languages (including excellent copywriting skills in the 2 languages);
  • Proven knowledge and skills of managing web pages and social networks;
  • Ability to use software and online marketing and communication tools;
  • Excellent research, presentation, copywriting, article preparation and press releases; communication and networking skills;
  • Critical thinking, problem solving and analytical skills, detail-oriented;
  • Excellent interpersonal, written, and verbal communication skills;
  • Public-speaking skills;
  • Proven written and verbal skills in Romanian, Russian and English;
  • Energetic, open personality, with positive thinking and behavior, result-oriented;
  • Self-motivated.
