Organizational Context and Scop:

Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighbouring countries have been reported countries in the following days. As response to the Ukrainian crisis, IOM Moldova has increased operational activities which requires additional administrative staff.

Housing and settlement are basic human needs and key components to social, emotional, and economic well-being; in Moldova, access to adequate housing is considered among the third priority needs for refugees renting accommodation (30%). For the refugees that have been able to cover the rent, they rely on cash assistance, income (wage, salary, pension), and personal savings to cover the payment of the rent. IOM has leveraged its experience in emergency response, hence providing the humanitarian response as part of a multi-sectoral Shelter, Cash, and Water, Sanitation and Hygiene (WASH) intervention. IOM is also transitioning to focus on medium to long-term solutions for the displaced, including transitional shelter (Rental assistance) and social inclusion, strengthening local institutions to increase stability, resilience, access to durable solutions, and diaspora engagement.

Under the overall supervision of the Head of Programmes, direct supervision of the Programme Coordinator Shelter and Settlement, and technical supervision from the Project Officer Shelter and Settlement, the successful candidate will be responsible for implementing IOM WASH programmes, including administrative works and field operations, along with coordinating and reporting on the IOM Moldova Housing/CBI Projects.

 Responsibilities and Accountabilities:  

  1. Support the Programme Coordinator Shelter and Settlement in appropriately designing, coordinating, supervising, implementing, and closely monitoring the technical aspects of both the emergency and longer-term WASH activities and interventions for the refugees and host communities in Moldova in line with the proposals, strategies, and donor requirements.
  2. Coordinate with relevant stakeholders, including government departments, other INGOs, UN agencies, and community members, to effectively implement WASH activities in the field.
  3. Support in Ensuring that sustainable community-led mechanisms are put in place for longer-term operation and maintenance of all water and sanitation infrastructure, including the provision of all necessary training.
  4. Prepare detailed Bill of Quantity, Designs, and Drawings for procurement of WASH-related supplies and services
  5. Participate in implementing public health promotion activities in coordination with the Migration Health Division (MHD) team through hygiene awareness, including hygiene and sanitation assessments, training, and promotion at the community level.
  6. Support the Bureau of Public Health in coordination with the WASH sub working group and agencies working in the wash sector to develop national hygiene promotion Standard Operations Procedures, including educational, information, and communications leaflets and posters, both digital and printed copies. Similarly, oversee the promotion of the materials through all IOM social media, website, and in person.
  7. Support the Programme Coordinator Shelter and Settlement in the timely and smooth implementation of all technical aspects of the WASH project activities (borehole/Shallow rehabilitation/upgrading, water supply construction/rehabilitation and distribution networks, installation of toilets at border crossing points, rehabilitation of wash facilities in institutional and communal infrastructure, WASH upgrades in refugee accommodation centers, wash upgrades in private apartments etc.) through supervision of wash activities in the field.
  8. Ensure that WASH facilities are planned, designed, and implemented in a manner that addresses crucial issues related to Gender and Protection, as well as the needs of Persons with Special Needs, e.g., the disabled and elderly persons.
  9. Coordinate all wash contract management activities for all major contracted works to ensure adherence to contract specifications, terms, and conditions, including timely issuing of completion certificates and payments;
  10. Work in close collaboration with other units in the field, especially with the Camp Coordination and Camp Management (CCCM) and protection mobile teams, to ensure the provision of technical inputs and support in the implementation of community-led projects with support from the information center.
  11. Ensure quality control of all contracted and directly implemented construction works by traveling regularly to all construction sites to ensure adherence to contract specifications and/or workmanship specifications and adherence to set completion dates;
  12. Write a field visit report to provide feedback on quality and engineering works underway and further advise Programme Coordinator Shelter and Settlement of any corrective measures to be taken.
  13. Provide regular updates to supervisor and team on progress, priorities, and constraints – verbally and in writing;
  14. Support identify needs for non-food items relevant to hygiene, participate in the choice of items, target strategy, promotion of effective use, and post-distribution monitoring.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience 

Education:   

  • Bachelor’s degree in public health, social sciences, behavior change communication, water and sanitation engineering, Civil Engineering or another relevant technical with four years of relevant professional experience on one of the above fields is required: public health, social sciences, behaviour change communication, water and sanitation engineering or another relevant technical field; or
  • High School Diploma with five years of relevant professional experience.

Experience:  

  • Experience liaising with other national/international institutions, the UN, and NGOs. Relevant professional experience in shelter/ site planning operations in an emergency context is required;
  • Experience working in international organizations, the humanitarian community and familiarity with the humanitarian reform and cluster approach;
  • Experience in project management and implementation;
  • Experience in writing donor proposals, technical requirements, and documents, and compiling diverse datasets;
  • Working experience in the region is an asset.
  • Management experience in conflict or post-conflict contexts is desirable. 

Skills:  

  • Strong sense of detail and accuracy in all matters;
  • Reliable, able to work under pressure, good organizational skills, and drive for results. 

Languages: 
IOM’s official languages are English, French, and Spanish.

REQUIRED:

Fluency in English and Romanian is required (oral and written).  

DESIRABLE:
Working knowledge of Russian and Ukrainian is desirable.
