Project manager for the "Construction of Regional Tertiary Care Hospitals: Balti Regional Hospital and Cahul Regional Hospital" Project
Tertiary Care Hospitals: Balti Regional Hospital and Cahul Regional Hospital. A pivotal role in the Project Implementation Unit (PIU) for this endeavor is the appointment of a Project Manager, to ensure effective and efficient coordination and management of the project activities. This role is essential for the successful implementation of the project, ensuring that all objectives are met within the stipulated timelines and budgets.
The Project Manager will be responsible for overseeing all aspects of the project, from planning and coordination to execution and monitoring. This includes liaising with stakeholders, managing project resources, and ensuring compliance with legal and regulatory requirements.
The anticipated time-based contract for the Project Manager is 500 working days, with the possibility of extension.
The process for selecting the candidate will adhere to the guidelines outlined in the Guide to Procurement (GtP) for projects funded by the European Investment Bank (EIB), as of September 2018. Bidders will be chosen through the Negotiated procedures with the list of candidates established directly by the promoter, as described in paragraph 4.2.1 of the EIB GtP
The Bank requires compliance with the EIB’s Anti-Fraud Policy and procedures. In further pursuance of this policy, the Project Manager shall grant the MoH, the European Investment Bank and auditors appointed by either of them, as well as any authority or European Union institution or body having competence under European Union law, the right to inspect and copy our books and records and those of all under the Contract.
The Project Manager accepts to preserve these books and records generally in accordance with applicable law but in any case, for at least six years from the date of tender submission and in the event, they are awarded the Contract, at least six years from the date of substantial performance of the Contract.
II. Scope of Work and Implementation Arrangements
2.1 The scope of work for the Project Manager includes the following tasks for:

2.2 Duty Station and Implementation Arrangements
The primary location for this assignment is the Client's headquarters at 2 Vasile Alecsandri Street, MD-2009, Chisinau, Republic of Moldova. The Project Manager will be provided with a fully equipped office, including a computer, office equipment, communication facilities (e.g., internet access), and essential supplies such as consumables and stationery, to fulfill their contractual responsibilities.
The MoH will offer ongoing support to the Project Manager for this assignment, including access to necessary internal documents in accordance with the Republic of Moldova's effective legislation.
The Project Manager will report to MoH and Steering Committee.
Conflict of Interest and Ethical Conduct Requirements
The Project Manager shall not have a conflict of interest. Conflict of interest occurs when the impartial and objective exercise of the functions of the promoter, or the respect of the principles of competition, non-discrimination or equality of treatment with regard to the procurement procedure or contract, is compromised for reasons involving family, emotional life, political or national affinity, economic interest or any other shared interest.
The individual or entity in question should declare whether they have any conflict of interest and, if so, present supporting evidence which might remove or remedy a conflict of interest. In cases where a conflict of interest cannot be effectively remedied by other less intrusive measures, the Bank requires promoters to exclude from participation in an EIB-financed procurement procedure or contract any supplier or contractor affected by such a conflict of interest.
The Project Manager is required to provide professional, objective, and impartial advice, at all times holding the Client’s interest’s paramount, strictly avoiding conflicts with other assignments or its own corporate interests and acting without any consideration for future work.
The Project Manager has an obligation to disclose to the Client any situation of actual or potential conflict that impacts its capacity to serve the best interest of its client. Failure to disclose such situations may lead to the disqualification of the Project Manager or the termination of its Contract and/or sanctions by the Bank.
The Bank shall not provide or otherwise make funds available, directly or indirectly, to or for the benefit of an individual or entity that is subject to financial sanctions imposed by the EU, either autonomously or pursuant to the financial sanctions decided by the United Nations Security Council on the basis of Article 41 of the UN Charter. In addition, individuals or firms may not be eligible to tender in application of section 1.4 on Ethical Conduct. (Refer to 1.2 and 1.4 GtP).
III. Shortlisting criteria
To effectively identify the most suitable candidate, the MoH plans to employ the Negotiated Procedure. This approach involves shortlisting a minimum of three qualified candidates with at least two distinct nationalities for negotiation.
Main criteria:
- A minimum qualification of master’s degree in civil engineering/project management/construction management/architecture/building economics/ quantity surveying/ construction technology or any other relevant field.
- At least 10 years of experience as project manager in public infrastructure projects of comparable magnitude and complexity as the one subject of this assignment.
- Fluency in Romanian and English languages (C level according to levels of proficiency described in the Common European Framework of Reference for Languages).
