Tender no. 83481136 for contracting of a short-term expert to provide advisory services in the field of cultural heritage protection and restoration

The German Development Cooperation through GIZ is seeking an individual expert to provide advisory services in the field of cultural heritage protection and restoration within the measure Fund for Reform Promotion. The services within the assignment will be provided in the period between January – May 2025.

The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The short-term expert shall meet the following criteria and qualifications:

Qualification and skills

  • University degree (or higher) in Cultural Heritage Management, Law, Architecture, Engineering, or another relevant field;
  • Demonstrated expertise in cultural heritage preservation and management, including knowledge of national and international standards, laws, and practices.
  • Strong familiarity with legal frameworks and regulatory processes related to cultural heritage, particularly in Eastern European and/or EU contexts.
  • Proficiency in using technology for heritage management (e.g., site assessment tools, database management systems, digital mapping, or drone-based inspections).
  • Excellent interpersonal and communication skills, including the ability to work collaboratively with diverse stakeholders such as government officials, local authorities, private sector partners, and international organizations;
  • Strong facilitation and coaching skills, with the ability to deliver capacity-building activities and mentor staff;
  • Ability to meet tight deadlines and manage multiple tasks within the set timeframe.
  • Strong organizational skills, with experience in preparing detailed reports and managing stakeholder consultations.
  • Proven ability to work in a structured and autonomous manner, while maintaining a results-oriented approach.

Professional experience

  • At least 10 years of professional experience in the field of cultural heritage preservation and management, including substantial experience working with government institutions or public authorities.
  • Demonstrated experience in drafting or advising on legal and regulatory frameworks related to cultural heritage, with a particular focus on alignment with EU policies and directives.
  • In-depth knowledge of the cultural heritage landscape in Moldova or similar contexts within Eastern Europe, including familiarity with regional challenges in heritage protection.
  • Proven experience in providing advisory support to Moldovan government institutions or similar public sector entities.
  • Strong understanding of EU integration processes, particularly the requirements related to cultural heritage preservation and alignment with EU laws and standards.
  • Familiarity with EU funding mechanisms and the capacity to develop strategies that leverage public and private investments in cultural heritage.
  • Established network and ability to engage with key local, regional, and international stakeholders, such as cultural heritage institutions, NGOs, private sector investors, and international donors.

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

  • Detailed CV and maximum 2 pages of Motivation letter.

2. Financial Proposal, containing (in a separate document):

  • Financial offer shall include a breakdown of days for each deliverable to be submitted, the gross daily rate in MDL and the total amount per up to 90 workdays of assignment.

All personal data are for the internal use of GIZ; confidentiality is guaranteed.

Successful offerors will be asked for additional documentation such as a copy of ID, bank data and other, as it might be required for the contracting. The successful finalist will be issued a short-term consulting contract.

Applicants shall hold the Moldovan citizenship for a period of at least 6 months at the date of application.

Bid’s evaluation will be performed based on the ratio 70% for the technical proposal and 30% for the financial offer. Shortlisted candidates might be asked for an interview and additional information.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83481136, not later than January 24, 2025, 15:00 Chisinau local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
