Tender no. 83479360 for the provision of consultancy services for improving the strategic planning framework in the Republic of Moldova
The German Development Cooperation through GIZ is seeking a service provider specialized in delivering consultancy services to improve the strategic and human resources conditions for the effective application of the strategic planning framework in the Republic of Moldova. The services within the assignment will be provided in the period between January 2025 – December 2025.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The company’s team should meet the following criteria and qualifications:
Team leader:
- University degree (German ‘Diplom’/Master) in Law, Political Sciences, Public Administration, Governance, Public Relations, or similar
- C2-level language proficiency in English and Romanian
- 4 years of professional experience in contract/project management, reporting and financial administration
- 3 years of management/leadership experience in projects, companies or other organizations with leadership responsibility for 4 or more people
- 3 years of experience in DC projects
Key Expert:
- University degree (German ‘Diplom’/Master) in Law, Political Sciences, Governance, Public Administration, or similar
- C2-level language proficiency in English and Romanian
- 5 years of professional experience in the public sector or advising public institutions in the Republic of Moldova
- 5 years of professional experience in strategic planning, policy development, public administration reform or monitoring and evaluation of public policies
- 3 years of experience in conceptualization, development of training materials and delivery of trainings in the strategic planning area
- development of at least 2 public policy documents or, 2 mid-term or ex-post evaluation reports in the last 4 years
- 3 years of experience in DC projects
Short-term expert pool 1 - with minimum 5 experts with international and regional expertise:
2 CVs of experts with international and regional expertise relevant to the strategic planning area must be added to the tender for this pool. The tenderer’s ability to provide the pool of experts required here will be assessed on the basis of these 2 sample CVs.
- Each expert with university qualification (German ‘Diplom’/Master) in Political Sciences, Law, Governance, Public Administration, or similar
- Each expert with C2-level language proficiency in English
- Each expert with with 5 years of professional experience in public sector or advising the public sector
- Each expert with 5 years of professional experience in the area of strategic planning and policy development, implementation, monitoring and evaluation. The requirement of a minimum of 5 years of experience will be maintained in case of each expert, in addition to the specific experience requested for each assignment.
- Each expert with 2 years of professional experience in at least one of the following countries: Romania, Bulgaria, North Macedonia, Montenegro, Serbia, Albania, or one of the Eastern Partnership countries
- Each expert with 3 years of experience in DC
Short-term expert pool 2 - with minimum 10 experts with national expertise:
2 CVs for experts with national expertise must be added to the tender for this pool. The tenderer’s ability to provide the pool of experts required here will be assessed on the basis of these 3 sample CVs
- Each expert with university qualification (German ‘Diplom’/Master) in Political Sciences, Governance, Public Administration, Law, or similar
- Each expert with native or equivalent C2 level of Romanian and B2-level language proficiency in English
- Each expert with with 4 years of professional experience in public sector or advising the public sectorIn the Republic of Moldova
- Each expert with 4 years of professional experience in strategic planning, policy development, ex-ante, mid-term and ex-post assessments, conceptualization and delivery of trainings in strategic planning field
- Each expert with 2 years of experience in DC
The successful application shall include:
1. Technical offer, containing (in a separate envelope):
- Brief outline of team composition and 6 CVs of proposed experts according to described requirements, that will be involved in the project;
- Brief information on previous performance, describing recent contracts of similar scope and links to working examples;
- Technical-methodological concept (Chapter 3 of the ToR) respecting the format provided in the Chapter 7 of the ToR;
- 2 references for similar work performed in the past four years;
- Copy of the company registration certificate in the Republic of Moldova;
- No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
2. Financial offer, containing (in a separate envelope):
- Financial offer shall include a breakdown of gross amounts for the services required in the ToR, as well as the total gross budget expressed in MDL, VAT 0%.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
The bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.
Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83479360, not later than 10 January 2025, h 15:00 Chișinău local time.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
