The Republic of Moldova has received financing from the European Investment Bank toward the cost of the Fruit Garden Project (in amount of 120mln EUR), and intends to apply part of the proceeds toward payments under the following works contracts:

Lot 1: Construction of a “Didactic laboratory for processing and quality control of essential oils” for the Agroindustrial College from Riscani, Moldova.

Lot 2: Construction of a “Technical-didactical laboratory in agricultural mechanics” for the Agroindustrial College “Gheorghe Raducan” from Grinauti, Moldova.

Lot 3: Construction of a “Laboratory for practical works consisting of a horticulture products sorting & packaging lab, & agriculture equipment repairing & maintenance lab,” for the Technical-Agriculture College from Svetlii, Moldova.

  1. The implementing Agency/Employer - Consolidated Unit for Implementing and Monitoring the Wine Sector Restructuring Program (UCIMPRSVV) now invites sealed Bids from eligible Bidders for provision of Works mentioned above. Contract(s) implementation period is up to 9 months from contract award date. Bids shall be valid for 150 calendar days since bids submission deadline date. Bidders may submit bids for any number of lots.
  1. Bidding will be conducted through Open (International) Tender using a Request for Bids (RFB) and is open to all eligible Bidders as defined in the EIB Guide to Procurement (https://www.eib.org/attachments/strategies/guide_to_procurement_en.pdf ).
  1. The Bidder shall furnish documentary evidence that it meets the following Qualification Requirements (complete list of qualification requirements are in the tender documents): Financial Situation:

(i) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as (per lots):

Lot 1 (Riscani) 2 mln MDL (or equivalent in EUR/USD) net of the Bidder’s other commitments.

Lot 2 (Grinauti) 3 mln MDL (or equivalent in EUR/USD) net of the Bidder’s other commitments.

Lot 3 (Svetlii) 8 mln MDL (or equivalent in EUR/USD) net of the Bidder’s other commitments.

For combination of lots, the amount of liquid assets/other financial means - should correspond to the sum of submtted lots minimums, as indicated above.

(ii) The Bidders shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments.

(iii) The audited balance sheets or, if not required by the laws of the Bidder’s country, other financial statements acceptable to the Employer, for the last 2 years (2020, 2021) shall be submitted and must demonstrate the current soundness of the Bidder’s financial position and indicate its prospective long-term profitability.

(iv) Minimum average annual construction turnover (or equivalent in EUR or USD), calculated as total certified payments received for contracts in progress and/or completed within last 2 years (2020, 2021), per Lots (or cumulatively for combination of lots): Lot 1 (Riscani): 5 mln MDL / Lot 2 (Grinauti): 8 mln MDL / Lot 3 (Svetlii): 15 mln MDL

Experience:

Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last __2_years, starting 1st January __2020__.

(i) A minimum number of 3 contracts (for one lot or multiple lots) specified below that have been satisfactorily and substantially  completed as a prime contractor, joint venture member , management contractor or sub-contractor6 between 1st January 2019 and bid submission deadline:

For bid submitted: 3 contracts (that include similar works (specifically – buildings made of armored concrete and or/ sandwich panels, interior and exterior finishes included in the list of works quantities), each contract of minimum value (or equivalent in EUR / MDL) of:

For Lot 1 (Riscani): 5 mln MDL / For Lot 2 (Grinauti): 8 mln MDL / For Lot 3 (Svetlii): 15 mln MDL

For combination of lots, the minimum number of contracts can be 3, but the minimum contract value should correspond to the sum of submitted lots’s minimum contract value (as per minimum amounts indicated above).

  1. Interested eligible Bidders may request an electronic copy of the bidding documents from: UCIMPRSVV; Attn. PIU Procurement Officer; Email: office@winemoldova.md. The Bidding Documents are provided free of charge (in electronic format) and shall be sent via e-mail, upon written request (to the e-mail mentioned above). Firms originating from all countries of the world are eligible to submit bids under this RfB/OT.

 

  1. Bids must be delivered to the address below on or before 00 PM, April 27, 2023. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at date and hour: 16.00 PM, April 27, 2023.

 

  1. All Bids must be accompanied by Bid Security in amount (or equivalent in EUR or USD):

Lot 1 (Riscani): 100 000 MDL / Lot 2 (Grinauti): 150 000 MDL / Lot 3 (Svetlii): 300 000 MDL

Bid Security duration shall be minimum twenty-eight days after the end of the Bid Validity Period.
