PRACTICAL INFORMATION

Application deadline: 5 April 2023 

Eligibility: 

The module is open for applications from policymakers/politicians, public servants and representatives of civil society organizations at the age of 35 years or younger (born 1988 or later). 

Eligible are citizens of Armenia, Belarus*, Estonia, Georgia, Latvia, Lithuania, Moldova, Sweden and Ukraine, regardless of their current country of residence, or residents of the aforementioned countries.

A very good command of the English language is essential.

The course can be taken as a 7,5 ECTS university course too. 

Participation in SAYP is free of charge and includes meals, accommodation and travel.

MODULE OVERVIEW 

SAYP module “Cooperation beyond Borders – Transnational Public Administration and Organizing” (TPAO) is a training program developed to provide the knowledge and skills necessary to excel in a context where governing takes place at various levels and includes public administration, corporations, and civil society organizations across various national contexts. Are you a young professional in the selected regions and want to deepen your knowledge about modern sustainable governance? Then this programme is for you. 

This module focuses on strengthening the capacity of young professionals in the Baltic Sea region and the EaP countries in meeting the challenges of transnational public administration (1) by getting acquainted with the broad spectrum of established practices of TPAO in Europe, (2) by analyzing these practices from the perspective of good governance, democracy and sustainable development, (3) by reflecting on their own experiences with the help of relevant scientific literature, case-method exercises and innovative group projects, and (4) by establishing contacts with young professionals from their own and other countries with a potential for future cooperation.

The module combines lectures, seminars, case-based exercises, project work and study visits. Building upon an interdisciplinary approach, instructors and students explore foundations of TPAO through such themes as experimentalist governance, borders dynamics, good governance, organizational resources, collaborative capabilities, reforms and more. We discuss key elements of TPAO focusing on knowledge, democracy and cooperation between multiple stakeholders. By taking part in learning activities delivered by prominent experts in their respective fields, the participants are given a unique opportunity to develop their professional skills, systematizing and critically reflecting on their experiences.
