Hybrid Threats/Cyber Security Officer - EUPM Moldova
The European Union Partnership Mission in the Republic of Moldova (EUPM Moldova) is part of the Common Security and Defence Policy (CSDP), which enables the Union to take a leading role in peace-keeping operations, conflict prevention and in strengthening of international security. It is an integrated part of the EU's comprehensive approach towards crisis management, drawing on civilian experts from the police force, crisis management systems and other related areas.
EUPM Moldova Headquarters is located in Chisinau. With this call for applications, EUPM Moldova is looking for Local National Staff to support its operations in Moldova.

The post holder will report to the Head of Hybrid Threats and Cyber Security Component or his/her delegate and will support the Mission with regards to its operational tasks and projects.
Duties and Responsibilities:
The Hybrid Threats/Cyber Security Officer will be required, in accordance with the EUPM Moldova mandate, Code of Conduct and the General Service Conditions for locally contracted staff employed by EUPM Moldova, to perform the following tasks:
- Support the Operations Department throughout the implementation of its activities. Specifically, support the Hybrid Threats and Cyber Security Component with the planning, implementation, reporting of the operational tasks of the Component, including administrative processes and procedures of projects and activities.
- Assist the Hybrid Threats and Cyber Security Component’s Strategic Advisors by supporting their efforts to advance the strategic development of the Moldovan national resilience in the hybrid threats and cyber security area. This may include support on analysis and drafting documentation, organisation of meetings, preparation of agendas, schedules, minutes, reports, planning papers and other documents for the Component.
- Ensure proper record management of operational data and documentation as well as contribute to the reporting of the Component.
- Proactively contribute to seamless communication and the timely sharing of operational updates, collaborating closely with all departments within the Mission to support efficient workflow and information exchange.
- Contribute to the analysis and assessment of the progress of the Component’s performance against the Mission’s mandate, tasks and priorities set in the Mission's planning documents.
- Identify and report on lessons learned, risks and issues, and best practices within the respective area of responsibility.
- Work closely and efficiently with other Mission members, counterparts and stakeholders in all operational matters, as delegated.
- Handle all information with utmost confidentiality and discretion.
- Perform any other tasks as requested by the Line Manager.
Qualifications and experience
Eligibility criteria:
- Enjoy full civil rights and do not have any criminal record.
- Be in possession of Moldovan citizenship and/or of a valid residence and work permits according to Moldovan laws.
- Be physically fit to perform the duties relating to the post.
- Have fulfilled any obligations imposed on him/her by the laws concerning military service.
- Successful completion of the secondary education attested by a diploma.
- After having obtained the secondary education diploma, at least three (3) years of relevant and proven full-time professional experience.
Essential criteria:
- Excellent communication skills in English and Romanian.
- Excellent analytical and organizational skills, with a service- and project-oriented approach.
- Knowledge of the governmental structures and partner organizations of the Mission.
- Knowledge of and prior experience in project management/project administration.
- Ability to prioritize tasks and deliver high-quality work in a timely manner and under pressure.
- Teamwork and problem-solving skills.
- Ability to build productive and cooperative working relationships with Mission members, counterparts and stakeholders.
Additional advantageous assets:
- Prior work experience with governmental bodies and/or international organisations, especially in cyber security and hybrid threats.
- Availability to participate in field trips/workshops across the country.
- Flexibility and willingness to learn and develop new skills and undertake a range of duties.
- Strong sense of initiative, responsibility and autonomy.
- Prior work experience with governmental bodies and international organisations.
- Prior work experience in the EU and/or international environment;
- Very good language skills in Russian;
- Availability to participate in field trips/workshops across the country;
- Ability to work methodically, accurately and with attention to details, as well as to tight deadlines;
- Willingness and readiness to work irregular working hours, if required;
- Flexibility and willingness to learn and develop new skills, and undertake a range of duties;
- Valid driving licence of category “B”.
