Project Manager - EUPM Moldova
The European Union Partnership Mission in the Republic of Moldova (EUPM Moldova) is part of the Common Security and Defence Policy (CSDP), which enables the Union to take a leading role in peace-keeping operations, conflict prevention and in strengthening of international security. It is an integrated part of the EU's comprehensive approach towards crisis management, drawing on civilian experts from the police force, crisis management systems and other related areas.
EUPM Moldova Headquarters is located in Chisinau. With this call for applications, EUPM Moldova is looking for Local National Staff to support its operations in Moldova.

The post holder will report to the Head of Project Cell or his/her delegate and will support the Mission with regards to its operational tasks and projects.
Duties and Responsibilities:
The Project Manager will be required, in accordance with the EUPM Moldova mandate, Code of Conduct and the General Service Conditions for locally contracted staff employed by EUPM Moldova, to perform the following tasks:
- Ensure project proposals are in line with Mission programmes and coordinated internally and externally.
- Support and facilitate the Mission’s operational elements in the identification of project opportunities, in planning and development of projects, project implementation and monitoring, in coordination with Mission partners and other stakeholders.
- Assess project proposals and make recommendations on feasibility and sustainability of projects in cooperation with the Finance and Procurement, operational elements and Heads of Components as appropriate.
- Develop project documentation, including budgets, project workplans, Terms of Reference, Technical Specifications, notes of understanding, and project agreements, etc.
- Manage project budgets.
- Plan, process and track certified requisitions submitted for procurement.
- Oversee project deliverables to ensure compliance with project quality standards.
- Conduct post project reporting and evaluation.
- Maintain and improve, where necessary, the Mission project database.
- Liaise with Mission national partners to streamline project implementation.
- Act as the interface between project leaders and various elements of Mission Support.
- Liaise with service providers, suppliers, stakeholders and other relevant actors.
- Perform any other tasks as requested by the Line Managers.
Qualifications and experience
Eligibility criteria:
- Enjoy full civil rights and do not have any criminal record.
- Be in possession of Moldovan citizenship and/or of a valid residence and work permits according to Moldovan laws.
- Be physically fit to perform the duties relating to the post.
- Have fulfilled any obligations imposed on him/her by the laws concerning military service.
- Successful completion of a full course of university studies attested by a Bachelor's degree in Public Administration, Business Administration, Project Management or a closely related field of study, where the normal duration of university education in the country awarded is three (3) years or more.
- After having obtained the relevant Bachelor’s degree, at least three (3) years of relevant and proven full-time professional experience.
Essential criteria:
- Excellent communication skills in English and Romanian.
- Experience in project management.
- Prior work experience in positions requiring analytical and organizational skills, with a service- and project-oriented approach.
- Very good knowledge of and experience with Office Suite Package.
- Ability to write and communicate in a clear and concise manner.
- Excellent analytical and organisational skills.
- Ability to work methodically, accurately and with attention to details, as well as to tight deadlines.
- Ability to work on a multitude of activities at the same time and with limited supervision.
- Strong sense of initiative, responsibility and autonomy.
Additional advantageous assets:
- Master’s Degree in a relevant field.
- Certification in project management, such as PRINCE2, or similar.
- Prior work experience in the EU and/or international environment.
- Very good language skills in Russian.
- Availability to participate in field trips/workshops across the country.
- Valid driving licence of category “B”.
- Flexibility and willingness to learn and develop new skills and undertake a range of duties.
