Title of the position: Local consultant (Project Coordinator)

Direct Manager: Chief Representative of JICA Ukraine office

Job Location: Chisinau, the Republic of Moldova

Remuneration: Maximum 2,100 USD per month

Appointment Duration: From April 1, 2024 to March 31, 2025

Note: This contract shall be effective for one year. Thereafter, the term may be renewed for successive one-year terms until March 31, 2027 upon mutual consent of the local consultant and JICA Ukraine office.

Background:

Japan International Cooperation Agency (JICA), Japan’s governmental agency, has been implementing various projects in Moldova through the schemes of Loan, Grant and Technical Cooperation (including training). At present JICA Headquarters and Ukraine office are jointly monitoring these projects in collaboration with the Moldovan government. To enhance and accelerate the cooperation projects, JICA Ukraine office is looking for a dedicated consultant who will be able to proactively perform all the services stipulated below in a transparent and timely manner in Chisinau.

 

Scope of Services:

The consultant is supposed to work under the supervision of the Chief Representative and Senior Chief Representative of JICA Ukraine office with JICA Headquarters for the following duties and responsibilities:

  • Assist in formulating, implementing, and monitoring on-going loan, grant aid, technical cooperation projects including training programs; 
  • Assist in day-to-day coordination works between JICA and counterpart organizations for JICA’s projects;
  • Assist in PR activities to disseminate impacts generated by JICA’s activities;
  • Assist in conducting follow-up and monitoring of completed JICA’s projects including project evaluation;
  • Assist in procurement-related works for JICA’s projects;
  • Strength JICA’s human network and relationship with the Moldovan Government as well as other Development Partners;
  • Collect and report on political and economic situation relevant to JICA’s projects;
  • Assist JICA Ukraine Office and Headquarters in logistic arrangement for missions of JICA as well as JICA experts / study teams;
  • Provide interpretation and translation works for the works enumerated above, and
  • Conduct other occasional mandates instructed by the Chief Representative of JICA Ukraine Office.

Duration of the Assignment: April 1, 2024 to March 31, 2025

This contract shall be effective for one year. Thereafter, the term might be renewed for successive one-year terms until March 31, 2027 (maximum 3 years), upon mutual consent of the local consultant and JICA Ukraine office.

Deliverables: Monthly work log and progress reports, Handover report when the consultant completes or terminates the contract

Essential Qualifications, skills and experience:

  • High proficiency in written and spoken in Romanian and English;
  • Bachelor’s degree in finance, economics, engineering, or other relevant fields;
  • At least 3 years working experience in international financial institution or international donor financed projects;
  • Ability to draft minutes of meetings and summaries of longer papers;
  • Ability to facilitate tasks through cooperation, collaboration, and networks;
  • Ability to work independently while remaining efficient in a fast-paced, changing and challenging environment;
  • Familiarity with transparent working ways to ensure submission of quality outcomes;
  • Capacity to manage sensitive situations requiring work under pressure to deliver results within the prescribed time limits; and
  • Strong interpersonal and communication skills.

Desirable qualifications, skills and experience:

  • Direct experience in working for JICA’s projects and familiarity with JICA’s Procurement Guidelines for Japanese ODA Loan;
  • Project or program management

 

Preparation of Proposals

JICA adopts QCBS (Quality and Cost Based Selection) for this consultancy. The evaluation will be carried out through 3 stages as follows:

Stage 1: evaluation of Technical Proposals* written by the applicant;

Stage 2: evaluation of Interview on their Technical Proposals by selected candidates;

Stage 3: evaluation of Financial Proposals**

Therefore, applicants are requested to submit a Technical Proposal and a Financial Proposal written in English.

*Technical Proposal shall include the following items:

  • CV indicating all past positions held, academic background, and contact details;
  • A cover letter indicating why the candidate considers him/herself to be suitable for the consultancy (maximum length: 2 pages);
  • Proposals for JICA to generate larger tangible impacts (maximum length: 3 pages).

**Financial Proposal shall include a proposed monthly remuneration for the consultancy. The upper limit of the remuneration is set at 2,100 USD per month.

Note 1: QCBS with 80% weightage to Technical Scores and 20% weightage to Financial Scores.

Note 2: The scores of Financial Proposals affect the final scores of candidates. e.g. in case equally competent candidates exist after reviewing their technical proposals, JICA will award this consultancy to the one who proposes the lowest monthly remuneration among them.

Submission of Proposals

Candidates with ample qualifications and relevant experience can submit a Technical Proposal and Financial Proposal at ua_oso_rep@jica.go.jp by 24:00 on February 10, 2024.

JICA will email only selected candidates for Stage 2: Online Presentations on Technical Proposals.
