Vacancy – Project Accountant
DVV International is the Institute for International Cooperation of the Deutscher Volkshochschul-Verband e.V. (DVV), the German Adult Education Association. DVV represents the interests of the approximately 850 adult education centres (Volkshochschulen - VHS) and their state associations, the largest further education providers in Germany.
As the leading professional organisation in the field of adult learning & education (ALE) and development cooperation, DVV International has committed itself to promote the right for lifelong learning worldwide and has been implementing country programs of development cooperation in Africa, Asia, Latin America, and Europe for more than 50 years. DVV International strengthens national ALE-systems in partner countries and provides support for the establishment and development of sustainable structures for youth and adult education. The project approach of DVV International targets improved conditions in policy, legislation, and financing (macro level) as well as promotion of professionalisation in practice and theory of ALE (meso level) and requires cooperation both with government institutions such as ministries as well as with civil society organisations, universities, and other educational providers. By supporting our partners (usually, adult education centres, but not only), in developing and piloting exemplary concrete learning offers (micro level), especially for disadvantaged population groups, we create best practice and evidence of the benefit of ALE.
DVV International finances its work through funds from the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Foreign Office, the European Union, etc.
For its Country Office in Chisinau / Moldova (established in 2010), DVV International is announcing a vacancy for the part-time position of the Project Accountant with a 17-months contract (till December 2025).
Major responsibilities and duties:
- Interaction within the project implementation team (staff and partners) and ensuring following the organization’s and donors’ guidelines in project financial operations.
- Planning and tracking project expenses per activities, approved budget lines and other provisions.
- Conducting procurement procedures – preparing tender documentation, collecting, and analysing offers, in accordance with established practices and guidelines.
- Registering all project expenses in specialized accounting soft (Winpaccs) and providing full package of supporting documentation of the project expenses.
- Interacting with partner organizations, ensuring their strict following of financial requirements from the donor.
- Planning and carrying out on site monitoring activities of the partner-organizations within the mandate, assigned to the respective position.
- Contribution to the timely financial reporting, facilitating auditing and other project-related obligations.
- Other similar duties.
Requirements:
- Higher education degree in accounting, finance, economics, or other relevant fields.
- Proved understanding of the accounting praxis in line with Moldova national standards and international bookkeeping protocols. Experience in non-profit, project-based accounting is a big asset.
- At least 3-year experience in accountancy.
- Solid project budgeting and financial management competence.
- Understanding of the project management cycle (elaboration, implementation, monitoring, evaluation, reporting).
- Excellent analytical and generating financial reporting skills.
- Fluency in English and Romanian languages is a “must”.
- Knowledge of German and/or Russian would be an asset.
- Computer literacy: competent use of popular office programs and applications, as well as accounting softs.
