Project Overview and Role:
Palladium is a consortium member of the USAID-funded Data for Impact (D4I) Project. The D4I mission is to support countries to realize the power of data as evidence that can improve programs, policies, and outcomes. The D4I strengthens the technical and organizational capacity of local partners to collect, analyze, and use data to support their move to self-reliance. https://www.data4impactproject.org
In the Republic of Moldova, the project has two main areas of work:
- development and piloting of a longitudinal case management information system, and
- capacity strengthening activities in monitoring and evaluation (M&E), including indicator development, data quality and use of information, and governance of the childcare and protection system as it pertains to use of data for decision making.
The main beneficiaries of the project are the Ministry of Health, Labor and Social Protection, the National Social Assistance Agency (NSAA) and the Territorial Social Assistance Structures (TSAS).
Palladium is currently seeking one or possibly two Data Use Advisor(s) to support the development of a data use culture in the Republic of Moldova, as part of D4I capacity strengthening work.
Reports to: D4I Chief of Party
Duration: 112 consultancy days in total (October 2021-June 2022)
Location: Chișinău and travel to rayons of the Republic of Moldova
Primary Duties and Responsibilities:
- Participate in the regional trainings on data analysis, data quality and data use for TSAS (October 2021)
- Provide on-going mentoring and support to NSAA (https://www.anas.md/) on:
- identifying questions of interest, analyzing the data collected (also including the development of dashboards) and translating the data analysis into action; documenting quality improvement efforts in data use briefs
- conducting data review and data use supportive supervision of TSAS based on a standardized methodology and agenda (drafts to be made available by D4I); this task includes advising the NSAA during monthly site visits in the rayons and online meetings with TSAS, according to a workplan agreed in advance with the D4I Chief of Party, D4I M&E Associate and NSAA leadership
- Support three TSAS selected by D4I to develop semestrial information bulletins based on the collected data
- Capture data use examples in the country, demonstrating how data can be used for the benefit of the child
- Support the organization of a Share Fair of good practices in data use (May 2022)
Required Qualifications:
- University degree in social science (sociology, social assistance, economics), statistics or informatics; advanced degree is preferred
- Good knowledge of Moldovan child protection and/or social assistance policies, legislation, and institutional framework
- Professional experience of working with central and local public authorities and agencies
- Substantial experience in supporting and strengthening knowledge management, data analysis and data use in the public sector, especially in the social sector (social assistance, education, health)
- Experience in data visualizations/development of dashboards
- Ability to communicate technical data and information (including social research methods and statistical analysis) to audiences with varying levels of technical expertise to support data-informed decision making and advocacy
- Experience in conducting trainings, providing guidance, or mentoring on data analysis and data use to public stakeholders at central and local level
- Excellent command of written and spoken Romanian and English; fluency in Russian would be an advantage
- Computer literacy
