Local Transparency Council Cahul in extraordinary meeting: focus on public transport and participatory budgeting

On April 6, 2026, the Local Transparency Council Cahul (LTC Cahul) held an extraordinary meeting to review the draft decisions included on the agenda of the Cahul Municipal Council meeting scheduled for April 8. During the meeting, participants analyzed the draft decisions under public consultation, focusing on their relevance for the community, the level of transparency, and their potential impact on the municipality’s development.
Special attention was given to the draft decision on the approval of the Regulation on the procedure for establishing and granting compensations to transport operators. Council members examined the document from the perspective of accessibility, service quality, and the efficiency of public transport organization, highlighting the need for sustainable solutions that respond to the real needs of citizens. Key recommendations included: adapting public transport units for persons with special needs; increasing transparency in the use of public funds allocated to the transport service; and ensuring public access to information about contracted service providers.
As improving the quality of public transport services in Cahul is one of LTC Cahul’s priorities for 2026, it was decided that the next thematic meeting will be dedicated exclusively to this topic in the near future. It is worth noting that in December 2025, LTC Cahul submitted an official request aimed at strengthening decision-making transparency and improving the accessibility of public services for persons with disabilities in Cahul. The Cahul City Hall welcomed LTC Cahul’s involvement in consultation processes and expressed openness to continue the dialogue in order to identify realistic and sustainable solutions for the local community.
Another priority topic analyzed in detail was the draft decision on the approval of the Regulation on the participatory budgeting program. LTC Cahul members assessed the proposed mechanisms for involving citizens in the allocation of public financial resources, emphasizing the need for full transparency of the process, accessibility for different social groups, and clear project selection criteria.
Given that the public consultations announced by Cahul City Hall regarding the adjustment of tariffs for communal services provided by the Municipal Enterprise “Gospodăria Locativ-Comunală Cahul” are of major public interest, LTC Cahul Chairperson Vladimir LÎSENCO encouraged members to carefully review the tariff calculation methodology in line with the national legislation and to express their views on the necessity of tariff increases.
Following the discussions held during the extraordinary meeting, LTC Cahul submitted an official request to the Cahul City Hall One-Stop Desk, containing 26 recommendations and proposals aimed at strengthening transparency, increasing citizen participation in decision-making processes, and promoting efficient and accountable local governance.
The meeting was organized within the framework of the project “LTC Cahul – The Voice of Citizens in Local Governance”, implemented by the ECOU Association, as part of the INSPIRE Moldova initiative, funded by the European Union and implemented by People in Need Moldova (PIN Moldova).
The INSPIRE Moldova initiative aims to support civil society in the Republic of Moldova to actively influence national policies and contribute to the country’s integration into the European Union by engaging civil society organizations in political processes at both national and local levels, including through a strong digital component. The initiative also promotes dialogue and cooperation with public authorities, ensuring that civil society becomes a key actor in advancing democracy in Moldova.
