Call for Applications - Local and national collaborative projects for electoral monitoring and observation activities across the full electoral cycle
BACKGROUND
“ProElect - Promote accountability in Electoral processes in EaP through increased participation and capacity of civic actors” is a regional project run by the Transatlantic Foundation in partnership with IREX Europe (doing business as Equal Rights and Independent Media - ERIM) and funded by the European Union. The project aims to ensure that civil society actors in the Eastern Neighbourhood are engaged, capable and knowledgeable in monitoring elections and promoting democratic accountability mechanisms
The purpose of the call is to enhance the partnership of civic actors such as independent media actors and civil society organizations in the Republic of Moldova through increasing their collaboration with their peers at local and national level and therefore increasing the effectiveness of their electoral monitoring and observation actions.
Electoral monitoring is a comprehensive process that encompasses all stages of an election, from voting procedures to vote counting and post-election verification, while critically examining political behaviors, campaign dynamics, stakeholder involvement, and potential influences from both legitimate civil society groups and potential malign actors.
WHO CAN APPLY
The call is open to CSOs and independent media or any civic actor that has the potential to enhance democratic participation and to improve electoral transparency and participation at the local and national level ;
Also, the call is open for CSOs and independent media with a proven track-record on local and national collaborative projects for electoral monitoring and observation activities across the full electoral cycle in Republic of Moldova.
Important: Only consortiums/ partnerships which include at least 2 CSOs/ media will be considered. Singly applications are not eligible under the current call.
Applications from political or religious organizations will not be considered.

Local collaborative projects for electoral monitoring and observation activities through (but not limited to):
- Create a community of practice that enhances efficiency and effectiveness of electoral monitoring and observation.
- Study/research on the quality of voting based on results of the elections from autumn 2024.
- Online / social media monitoring activities.
- Allow for knowledge transfers between larger civic platforms or networks and local grassroots organizations.
- Electoral monitoring and observation activities (educational electoral campaigns for youth and adults; citizen engagement; disinformation; etc.).
- Enhance the capacity of initiating, organizing and coordinating electoral monitoring activities.
Please note that the action plan of the project could be flexible and potentially revised with you after selection, taking into account the rapid changes in the electoral environment.
ELIGIBILITY CRITERIA
Minimum eligibility criteria:
- The consortium should include at least 2 CSO or/and independent media.
- Applicants must be registered in accordance with the Republic of Moldova law; citizen, youth or other forms of informal groups looking to grow as an independent organisation are eligible to apply through an established organisation with whom they have had a relevant history of cooperation
- At least one co-applicant (from the consortium) must have been active for a minimum of the last 2 years
- At least one co-applicant (from the consortium) must have at least 2 full time staff members
- The applicant’s current statute and mission are in line with democratic and human rights principles

Please, state in the subject line “ProElect – Local and national collaborative projects”. The applications form should be submitted in word. Proposals must be submitted online by 18:00 local time, January 20, 2025.
All questions regarding this call shall be addressed at proelect.eap@proton.me. Questions, comments, and requests for clarification will not be accepted after January 5, 2025. ERIM is not obliged to provide clarifications to questions received after this date. The answers will be given no later than 5 days before the deadline for the applications submission.
