SKAT Moldova is hiring a Policy Reform Component Manager for ”Ma Implic, Phase 2” project

TERMS OF REFERENCE
Job Title: Policy Reform Component Manager
Project: MĂ IMPLIC Phase 2 (2023 – 2027)
Type of contract: Employment contract (100% or negotiable)
BACKGROUND
The MĂ IMPLIC Project (Phase 2) aims to contribute to improved local governance and better access and quality of public services for the population of Moldova. To this end, the MĂ IMPLIC Project supports different stakeholders to improve three fundamental dimensions of a well-functioning local government unit:
- Partner LPA clusters to manage resources and local development in a more sustainable, inclusive and accountable way (Outcome 1);
- The Government to promote and coordinate the local government reform in an efficient, effective and transparent manner (Outcome 2);
- People in partner communities to meaningfully engage in local governance processes and to influence the provision of local public services (Outcome 3).
MĂ IMPLIC Project Phase II commenced in November 2023 and will run until 31 October 2027.

In phase I and related to Outcome 2, the MĂ IMPLIC Project has supported the State Chancellery in the development of the Law on voluntary amalgamation of LPAs (no 225 as of 31.07.2023) and of the methodology for the implementation of this law (GD no 952 as of 29.10.23). Following the Government's Local Government Reform Concept in April 2026, Moldova has entered a new phase of reform. The Government is implementing a comprehensive Local Government Reform based on three complementary pillars: voluntary amalgamation, normative amalgamation of remaining small municipalities, and the reorganization of the second level of local government (rayons). Within this context, MĂ IMPLIC Project continues to support the State Chancellery in the implementation of the reform by providing evidence-based policy support, facilitating dialogue between national and local stakeholders, and translating field experience into national policy and implementation processes.
SCOPE OF WORK
The Policy Reform Component Manager leads the implementation of Outcome 2 of the MĂ IMPLIC Project and serves as the project's strategic interface with Local Government Reform. The position combines strategic policy engagement, evidence-based policy support, stakeholder facilitation and adaptive project management to ensure that the project's experience contributes meaningfully to the design and implementation of the reform while safeguarding the project's neutrality and independence.
The position is funded until October 2027. Subject to donor approval and funding for Phase 3 (November 2027–October 2030), the position may be extended until October 2030.
The Policy Reform Component Manager is expected to contribute through five complementary pillars:
1. Strategic support to the Local Government Reform
- Lead and coordinate the implementation of Outcome 2, ensuring alignment with the project's objectives and the evolving Local Government Reform;
- Serve as the project's primary focal point for the State Chancellery, while maintaining constructive engagement with other national institutions and key reform stakeholders;
- Provide strategic advice to the Team Leader on reform developments, identifying opportunities where the project can make a meaningful contribution
2. Evidence-based policy support
- Translate project experience into policy-relevant evidence, analytical products and practical recommendations to inform national reform processes (in coordination with Component Managers of Outcome 1 and 3);
- Proactively promote and showcase the project's experience through policy dialogues, round tables, conferences, learning events and knowledge products;
- Promote the uptake of project methodologies, tools and lessons learned within national policies, regulations and implementation mechanisms.
3. Stakeholder engagement and collaboration
- Maintain strategic relationships with the State Chancellery, government institutions, local authorities, development partners and other relevant stakeholders;
- Facilitate dialogue, coordination and collaboration among reform actors to strengthen ownership and implementation of the Local Government Reform;
- Represent the project in relevant policy dialogue, coordination and learning platforms.
4. Adaptive reform support
- Monitor political, institutional and policy developments and assess their implications for project implementation;
- Recommend strategic adjustments to project interventions in response to emerging opportunities, risks and government priorities;
- Ensure that project support remains evidence-based, strategically focused and politically neutral.
5. Project management and results delivery
- Plan, coordinate and oversee the timely implementation of Outcome 2 activities, including the management of experts, consultants and secondees to the State Chancellery;
- Contribute to planning, budgeting, monitoring, reporting and learning processes;
- Foster synergies between Outcome 2 and the project's work on local governance, service delivery (Outcome 1) and citizen engagement (Outcome 3) to maximise policy impact.
QUALIFICATIONS AND SKILLS REQUIRED

Education |
· Master’s Degree (or equivalent) in Public Administration, Law, Finances, Economics, Public Policy, or other relevant fields |
|
Experience |
· Minimum seven years of progressive working experience in the design, management and implementation of public sector reform or development programs; · Demonstrated solid knowledge of public administration and local public administration; · Proven experience working with government institutions and development partners, including policy dialogue and stakeholder coordination.

· Fluency in Romanian and English (spoken and written) · Good command of Russian |

INSTITUTIONAL ARRANGEMENTS
The Policy Reform Component manager reports to the Team Leader of the MĂ IMPLIC Project (resident in the country).
The position aligns its activities very closely with those of the Communication Manager who is in charge of Project Output 4, Supporting the government in communication activities for LG reform. The position also aligns its activities with those of the Project’s activities at local level in 14 LPA groups.
