GIZ - Portfolio Manager (part-time)

GIZ is looking for a Portfolio Manager within its Country Office in the Republic of Moldova, who will be responsible for providing professional advisory services to the Country Director (CD) and the Project Managers (PM) on portfolio and commissioning, on use of relevant instruments, on integration of cross-cutting issues and on acquisition of new commissions.
This part-time position (50% of the regular worktime) is expected to start in the beginning of August and last for a 1 year period. The permanent workplace of the Portfolio Manager will be located within the facilities of the GIZ Country Office in Chisinau.
The Portfolio Manager will be responsible for complex and difficult issues that are of fundamental significance to GIZ, which require specific and in-depth technical knowledge and a high degree of management expertise, and shall:
- advise and inform about activities, regulations, processes, actual statement and progress of GIZ commissions in the country;
- transfer learning experiences from the country and region-specific implementation of projects and portfolios into process and process optimization;
- lead a medium-term acquisition pipeline for the country of operation;
- coordinate all necessary measures with the help of internal and external know-how;
- prepare and coordinate the organization of the annual governmental negotiations;
- prepare and assist the annual GIZ country planning preparation;
- identify new economic sectors with high potential for acquisition of new projects;
- provide specialist advise to project managers in identifying opportunities for inclusion of new stakeholders and also advise on cross-cutting topics;
- conceptually develop and contribute to the development of project papers, strategic documents, single measures;
- act as a focal point for technical coordination and substantive support for staff members in the country office and in the projects, advising them in implementing tasks and reaching decisions in difficult issues in the area of portfolio management;
- coordinate all necessary processes with commissioning parties, government bodies and political actors in the country and in the development cooperation community, support strategic development if necessary and represent GIZ to third parties on behalf of the CO
- serve as a contact person in communication between GIZ and the Embassy of Germany to Republic of Moldova;
- ensure networking within and outside GIZ across sections;
- be responsible for knowledge management, update quality management system and ensure knowledge transfer to GIZ staff in her/his area of responsibility;
- participate in development of ready-to-use strategies and technical concepts, including guidelines, manuals and procedures;
- provide regular feed-in of work results into the Country Office and projects monitoring system;
- perform other job-related duties and tasks, which may emerge during project implementation.
- daily operational performance of all portfolio related administrative tasks for the CD;
- providing content and guidance in preparation of meetings of the CD with GIZ project partners, representatives of the embassies, as well as with external advisers and consultants;
- responsible for administrative and logistic issues, especially for the start-up of new projects, including projects registration with the State Chancellery.
Required qualifications:
- Bachelor and/or Master Degree in one of the following subjects: Economics, Journalism, Business Administration, IT or in other related areas.
- At least 5 years of professional working experience
- Experience within and deep understanding of the International Economic Development and Cooperation with excellent conceptual-creative thinking skills in the area;
- Be able to work autonomously and on own initiative while reporting regularly to the CD;
- Proven ability to identify opportunities and to effectively manage relationships with media representatives;
- Excellent interpersonal, organizational and time management skills. Ability to interact effectively with all levels of the organization. Mature initiative, tact and high sense of responsibility;
- Excellent planner and implementer, capable of withstanding pressure and meeting tight deadlines;
- Previous expertise in interacting with social partners in RM, especially German Embassy, State Chancellery, Ministries, Chambers, as well as a good knowledge of the Public Relation work
- Ability to establish and coordinate networks consisting of a wide range of partners from diverse backgrounds;
- Excellent communication skills;
- The candidate should possess problem-solving skills, ability to negotiate, be a strong team player;
- Very good working knowledge of ICT technologies;
- Fluency in English, Romanian and Russian. German language will be considered an asset;
- Excellent communication, drafting and presentation skills;
- Willingness to upskill as required by the tasks to be performed – corresponding measures to be agreed with management;
- Moldovan citizenship or holding permanent resident status in Moldova.
