Program Development Responsible - Project Hope Moldova


Project HOPE, the People-to-People Health Foundation, Inc., is a global health and humanitarian non-profit organization with 65 years of experience in 100+ countries, empowering local health workers and addressing urgent health needs through 500+ programs, is a global health and humanitarian non-profit organization dedicated to providing long- lasting solutions to global health problems, placing power in the hands of local health workers, and improving the quality of life for the world’s most vulnerable people. Project HOPE aims to improve access to quality care for vulnerable groups in the Republic of Moldova by strengthening the health system for vulnerable people including foreign people and strengthening the network of health services in under-resourced and underserved communities.

Position Summary:
The Program Development Responsible will play a key role in advancing Project HOPE's mission in Moldova by driving program development, partnership management, and coordination efforts. Reporting to the Regional Director and Health Coordinator and working closely with internal and external stakeholders, this integral team member will contribute to the identification and formation of strategic partnerships, oversee the development of high-quality grant proposals, and support the effective coordination of activities across sectors and partners. They will ensure compliance with organizational and donor standards while fostering collaboration to maximize the impact of Project HOPE’s interventions. The Program Development Responsible will also ensure timely and accurate reporting and contribute to ongoing efforts to identify funding opportunities, enhance partner capacity, and align programmatic efforts with local and regional strategies. This position is essential to strengthening Project HOPE’s impact and ensuring sustainable, high-quality interventions in response to the needs of vulnerable populations.

Partnership Management

  • Update the mapping of organizations and needs in Moldova.
  • Meet with potential partner NGOs and explore their needs and technical capacity.
  • Propose new partnerships in line with technical findings and Project HOPE overall strategy.
  • Facilitate new partnerships by arranging meetings and consultations.
  • Maintain ongoing communication with established partners to ensure sustained collaboration, address emerging needs, and strengthen relationships over time.
  • Support the development, drafting, and finalization of formal MOUs with state structures in collaboration with internal and external stakeholders, ensuring compliance with local legal frameworks and organizational standards.

Fundraising and Proposal Development

  • Identify potential funding opportunities from various sources, including government agencies, foundations, and private donors.
  • Develop compelling grant proposals, ensuring alignment with the organization's mission and objectives.
  • Craft clear and persuasive narratives that highlight the project's significance, impact, and feasibility.
  • Coordinate with internal teams including program managers, finance, and other departments to gather relevant information to ensure that proposals reflect a comprehensive integrated organizational strategy.
  • Collaborate with relevant teams to develop accurate and realistic budgets for proposed projects.

Coordination

  • Facilitate communication between existing coordination set-ups, structures, national actors, and Project HOPE team. Ensure that Project HOPE leadership is aware of the latest developments about the key strategic discussions, up to date statistics and political and operational trends.
  • Ensure coordination among partners through arranging monthly and/or quarterly meetings/calls to follow up on updates on the technical implementation as well as emerging protection and MHPSS needs.
  • Support partners in improving coordination with other implementing partner/donors such as UNHCR, UNICEF, etc. with the aim of diversifying partners’ portfolios and ensuring joint efforts and greater impact.
  • Actively participate in working groups and sectoral meetings relevant to the needs of the refugee population (in accordance with the scope of project HOPE).

Quality Reporting

  • Ensure that all reports, including monthly, final, and ad hoc, if any, are submitted to PH as per the deadlines set.
  • Oversee the review process of the reports done by the PH team’s country and regional staff.
  • Facilitate the sharing of comments, findings and feedback among PH teams and partners to ensure that final reports are submitted on time.
  • Participate in preparation of internal and external reports, including submission of donor reports.
  • Ensure compliance with donor regulations and reporting requirements.


Education, experience and skills required

  • Master’s level or a higher degree in social sciences, emergency response or international development, public health management is considered an advantage.
  • Minimum of 3 years of applied experience in designing, implementing, and overseeing monitoring and evaluation tasks for a global or public health organization and/or emergency response organization.
  • Experience working with international organizations on health-related projects is an advantage
  • Understanding of I/NGO sector and social and cultural dynamics in Moldova (understanding of the humanitarian, civil society context in Moldova will be an advantage).
  • Excellent writing skills, ability to formulate ideas clearly and concisely, ability to generate large number of written quality materials in short time. 
  • Strong managerial and interpersonal skills with the ability to work within different cultural environments.
  • Demonstrated experience in teamwork and building staff capacity within complex programing, in coordinating, implementing, monitoring and evaluating development programs and projects is desirable.
  • Strong organizational skills, critical analysis, and demonstrated ability to multitask.
  • Creative, analytic, and innovative thinking.
  • Demonstrated ability to transfer knowledge through training and mentoring and communicate technical issues effectively and persuasively.
  • Ability to engage with different stakeholders internally (team members from other departments, e.g. program/project staff, logistics, finance, etc.) and externally (donors, individuals, representatives of other I/NGOs, representatives of different level authorities, civil society organizations).
  • Proven computer literacy, including experience working with databases and advanced proficiency in MS Office applications, MS Outlook, MS Word, MS Excel, MS PowerPoint, Access etc.
  • Excellent written and verbal communication skills in Romanian and proficiency in English.
  • Ability to work effectively in a team, under time pressure, while demonstrating flexibility and responsibility.
