Project Hope Moldova invites interested companies to Submit Proposal – RFP-REF-25-Apr-05-TpM REACH Project
- Introduction
This Terms of Reference (ToR) outlines the scope, objectives, and requirements for Third-Party Monitoring (TPM) services for the implementation of the humanitarian project in Moldova. The TPM services will focus on assessing program implementation, monitoring key indicators, and ensuring accountability and learning across the project duration.Project HOPE Moldova invites interested companies to submit their offers for:
- Background
According to recent UNHCR data, as of the end of January 2025, approximately 127,786 refugees from Ukraine remain in Moldova. This population constitutes around 5.2% of Moldova’s total population, making it the highest per capita refugee-hosting country in Europe. Among this population, 38% are women and 20% girls, 22% boys (total 42% children), 19% men. The REACH Project, implemented by Project HOPE, addresses urgent humanitarian needs through emergency aid and social inclusion initiatives. The project aims to enhance healthcare services, strengthen psychosocial support mechanisms, and facilitate refugee integration while ensuring compliance with international humanitarian standards. The TPM services will provide an independent evaluation of project outcomes and adherence to the set objectives.
- Objectives of the TPM
The primary objectives of the TPM services include:
- Verifying implementation of planned activities and assessing service delivery effectiveness.
- Collecting qualitative and quantitative data on project performance indicators.
- Monitoring the effectiveness of “Safe Spaces” established for refugees, particularly for children and vulnerable populations.
- Assessing the impact of healthcare interventions, Mobile Medical Units (MMUs)/Home-based care support teams (HBCST)
- Evaluating the success of training programs, including tele-mentoring and mental health training.
- Identifying challenges, lessons learned, and best practices.
- Ensuring transparency and accountability in project execution.
- Providing recommendations for improved program performance and impact.
