Program Officer (with background in Psychology)

Project HOPE aims to improve access to quality care for vulnerable groups in the Republic of Moldova by strengthening the health system for vulnerable people including foreign people and strengthening the network of health services in under-resourced and underserved communities.
Position Purpose :The Program Officer is to support the implementation of Health, Mental Health and Psychosocial Support (MHPSS), and Humanitarian response in Moldova. She/he will oversee implementation of the partner organization activities that aims at operating five safe spaces supported by Project HOPE. The program officer will ensure that these spaces provide high-quality, safe, and welcoming environments for beneficiaries. In addition, to this he/she will play an essential role in Mobile Medical Unit (MMU) activities. This includes coordinating mobile teams to deliver MHPSS services to communities and monitoring consultations conducted by MMUs’ psychologists. The Officer will ensure that services are targeted, well-documented and meet the needs of beneficiaries. The Program Officer will work closely with the Program team, partners, and other stakeholders to drive program success.
Furthermore, the Program Officer will contribute to detailed reporting on project outcomes, including tracking beneficiary numbers and documenting challenges encountered. He/she will also assist the program coordinator in drafting concept notes for new project proposals, ensuring these documents reflect on-the-ground insights and align with Project HOPE’s objectives.
Main Responsibilities:
- Supporting Program Coordinator in the implementation of the project activities.
- Coordinating and ensuring that Mental Health activities (in and outside health facilities), with the clients are performed with regular follow-ups to provide the most appropriate treatment for clients with psychosocial problems.
- Ensure that Mental Health interventions are implemented according to approved work plans and timelines in order to achieve planned objectives and program outcomes. Have an active role in quickly adapting and adjusting the plans to address the identified challenges.
- Monitor mental health programming implementation according to the approved project design/timelines, flagging and reporting deviations, and identifying challenges and solutions to program quality implementation.
- Coordinate production of various mental health-related documents, including SoPs, visuals, and statistics, upon request by management.
- Work closely with the Program Coordinator to ensure creation of the quality concept notes and proposals, including the budgets, log frames, and plans .Provide technical input for new proposals and reports.
- Reviewing the monthly /quarterly reports received from the partners.
- Research best practices and innovative approaches to inform program development and implementation.
- As requested, represent Project HOPE at external meetings, liaise with local authorities, and members of affected communities, and collaborate with humanitarian actors.
- Strong theoretical, technical, and practical knowledge of MHPSS.
- Demonstrated ability to work in a humanitarian context.
- Very good understanding of protection, human rights law, and international humanitarian rights and principles
- Working knowledge of Logical Framework and Project planning and design or willing to learn.
- Ensuring effective communication with project partners.
- Work closely with communication officer to report on project success.
- Facilitate training workshops and knowledge-sharing sessions to enhance skills and knowledge in relevant areas .
- Assist in any other activity related to the administrative, procurement, and logistics areas and other duties as assigned.
Educational background: Bachelor’s degree in Social Science, Psychology, Social Work, Human Rights, or other fields related to social development and humanitarian work.
Years of Experience: 3 years
IT Technical Skills (Equipment, Software, Tools, others): Standard MS Office
Language Skills: English + Romanian
Type of contract - Employment contract; Full-time work
Estimated Salary: 1500$
