GIZ - Junior Advisor in Computer Science/IT
The German Development Cooperation (GIZ) is looking for a Junior Advisor in the field of Computer Science / IT / Software Development to join the Energy Efficiency and Renewable Energy team in Chisinau. The project is financed jointly by the German Federal Ministry for Economic Cooperation and Development (BMZ) and other European donors.
This position is planned to start in October 2024 and last for a 12-month period with the possibility to be extended, based on a successful employment period and project extension.
The Junior Advisor will be in charge of providing technical advice to the project’s energy advisors and GIZ’s implementing partners towards tailor-made software development in the energy sector, energy data management and data base development, dedicated websites and public application platforms for Moldovan citizens, training measures for staff responsible for data management in public administrations, related internal procedures and workflows linked to data management, knowledge transfer and capacity building, and monitoring and reporting of the project’s performance and outcomes.
GIZ offers this position with intent to young professionals that recently graduated colleague and want to gain working experience in a sector other than classic IT. In Moldova, our team is working in various sectors - including sustainable businesses and communities, social and financial inclusion, anti-corruption and anti-disinformation, and energy - and with various national partners and stakeholders. The Junior Advisor will be integrated in the energy team and work closely with GIZ’s partner organizations, GIZ colleagues from other countries and sector networks, other implementing organisations and the beneficiaries of the project.
The permanent workplace for this position is in Chisinau. The overall responsibilities covered by this position are as follows:
- Advising GIZ and the partner institution(s): deliver first-hand knowledge and expertise / ad-hoc advice on software development and maintenance related to energy data; consult the GIZ team and the project implementing partners on data management-related set-ups for its staff including trainings and qualification, hardware, software, internal processes, and security; perform / develop scientific programming code and/or improvements of existing programming code where applicable; actively steer and contribute to website design and public support program funding application platforms; prepare, launch and steer the implementation of tenders for external services related to IT and software development; advise GIZ Moldova and its partners on cyber security and data security; support the implementing partners (Ministry of Energy, CNED) in setting-up data bases and manage energy-related data; support the energy advisors of the team on non-IT-related activities where necessary.
- Knowledge management, networking and cooperation: research / compile relevant information to be shared with the main stakeholders of the project; draft studies or policy recommendations linked to IT in the energy sector; draw reports and presentation documents, including good practices on international level; contribute to knowledge sharing inside GIZ and perform trainings in dedicated IT fields; contribute to the project's PR and communication campaigns and activities; support cooperation, regular contact and dialogue between the project partners, relevant organisations and non-governmental stakeholders in the project environment; prepare appropriate input for various project reports including annual reports and outreach material; actively shares experiences in GIZ's Sectoral Networks and internal working groups.
Required qualifications:
- Bachelor’s or Master’s degree in computer sciences, IT, software engineering or related areas
- major field of study and/or 2 years professional experience related to software development, data base management, or similar fields
- basic understanding of the Moldovan governance structures and the public sector
- language skills: native Romanian and good English (both spoken and written)
- strong work ethics and sense of responsibility
- diplomatic and context-sensitive facilitation skills and skills for arbitration in case of dissent among stakeholders
- ability and willingness to work in international development cooperation context and provide advisory services and consultancy in a political set-up
- good communication skills and commitment to teamwork
- ability to provide substantive, clear and concise contributions to knowledge products
- willingness to upskill as required by the tasks to be performed within the project - corresponding measures will be agreed with the management
- skills in defining problems, collecting data and processing information
- ability to transmit knowledge in a user-oriented way
- willingness to travel (locally and abroad) occasionally
- Moldovan citizenship or permanent residency
