GIZ - Energy Efficiency and Renewable Energy Advisor, National Level Support
The German Development Cooperation (GIZ) is looking for an Energy Efficiency and Renewable Energy Advisor to join the Energy Efficiency and Renewable Energy team in Chisinau. The project component is financed by the Norwegian Agency for Development Cooperation (Norad).
This position is planned to start in October 2024 and last for a 12-month period with the possibility to be extended, based on a successful employment period and project extension.
The Advisor will be responsible for managing activities under the topic energy efficiency (EE) and renewable energy (RE) in residential buildings, that are targeting beneficiaries of pilot projects under the Moldovan Residential Energy Efficiency Fund (MREEF), managing activities related to the implementation of the EcoVoucher subsidy program for household appliances, assisting in providing professional advisory services to and in cooperation with above mentioned stakeholders, and contributing to innovation and knowledge management of the project.
The permanent workplace for this position is in Chisinau. The overall responsibilities covered by this position are as follows:
- Advising the partner institution(s): delivering first-hand knowledge and expertise / ad-hoc advice in energy efficiency and renewable energy topics to national partners, focusing on the residential building sector; developing regulatory and legal frameworks to boost energy efficiency in the residential building sector; facilitating the implementation of pilot projects for energy efficiency in the framework of the Moldovan Residential Energy Efficiency Fund (MREEF); developing and advising national partners on subsidy programs for energy efficient electrical household appliances and renewable energy technologies in the framework of the EcoVoucher program; delivering orientation to national partners in the field of renewable energy utilisation in Moldova; assisting and monitoring the development and implementation of project plans and activities in close consultation with political and implementation partners; designing, preparing and implementing workshops, capacity building and other events on issues connected with the project’s work plan in the field of Energy Efficiency on the national level; identifying capacity building needs and develops strategies to build capacities; identifying relevant new stakeholders that can enrich the energy efficiency knowledge building process.
- Knowledge management, networking and cooperation: researcheing/compiling relevant information to be shared with the main stakeholders of the project; ensuring the fruitful exchange between the project and its cooperation partners; supporting cooperation, regular contact and dialogue between the project partners, relevant organisations and non-governmental stakeholders in the project environment; ensuring that all project activities are embedded in the overall energy and further activities of GIZ Moldova; ensuring project communication both GIZ internally and externally; developing strategies and technical concepts, including guidelines, manuals and procedures; drawing up reports and presentation documents, including good practice cases internationally; preparing appropriate input for various project reports including annual reports and outreach material.
- Coordination tasks: assisting with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation; coordinating relevant project activities at national level in consultation with the component leader and in cooperation with the partners; coordinating external international/national consultants, including preparation of terms of reference, contract negotiations, communication with GIZ procurement unit, as well as deliverables of consultants, quality assurance and internal/external reporting.
Required qualifications:
- Master degree in a relevant discipline (e.g. energy, engineering, economics)
- Recognized expertise and work experience on energy efficiency topics, tools and processes
- Sound knowledge on renewable energy (technologies, policies, frameworks)
- Understanding of Moldovan governance structures, especially related to energy
- Expertise related to the banking/finance sector in Moldova is considered an asset
- First-hand experience with governmental entities is considered an asset
- At least 5 years professional experience related to energy, preferably energy efficiency
- Language skills: Native Romanian and excellent English (both spoken and written); knowledge of German an asset
- Strong work ethics and sense of responsibility.
- Organizational and project management skills.
- Very good communication skills and commitment to teamwork
- Ability to provide substantive, clear and concise contributions to knowledge products
- Excellent knowledge of ICT technologies and computer applications (e.g. MS Office)
- Willingness to upskill as required by tasks to be performed – corresponding measures are agreed with management
- Skills in defining problems, collecting data and processing information
- Ability to organize, to work independently and to meet deadlines
- Ability to transmit knowledge in a user-oriented way
- Results oriented performance
- Willingness to travel (locally and abroad) occasionally
- Moldovan citizenship or holding permanent resident status in Moldova
