In Moldova, Project HOPE prioritizes locally led development programs that support the primary healthcare system by strengthening the capacity of local actors to deliver quality services to the population.

Project HOPE, also, focuses on providing medical equipment and critical items to Moldova's critical health infrastructure to ensure timely access to vital medical resources, with a direct impact on quality of care, patient outcomes, emergency response, and overall institutional resilience during crises.

Project HOPE provides health and humanitarian assistance to local people in need and displaced people from Ukraine, as well as refugees from neighboring countries fleeing the ongoing conflict.

General Identification of the position:

Area: Program Department (Health System).

Location: Chișinău, Republic of Moldova.

Reports to: Regional Team Lead.

Main areas of responsibility:

Support program operation in:

  • Project Quality Implementation and Management
  • Donor and Internal Progress Reporting
  • Field Monitoring
  • Partnership Development and Networking

 Key Activities and responsibilities:

  • Offer leadership in the design and implementation of the department’s strategic work-plan.
  • Support the building and maintaining of high-level Program-related partnerships with recognized institutions.
  • Take leadership in the development of appropriate programming tools for the development, implementation, and closing of programs.
  • Monitoring project progress and creating project status reports for project managers and stakeholders.
  • Assisting with resource scheduling so that team members have the resources they need to complete their tasks.
  • Scheduling stakeholder meetings and facilitating communication between the project manager and stakeholders throughout the project life cycle.
  • Managing project management documents such as the project plan, budget, schedule, or scope statement, as directed by the project manager.
  • Executing a variety of project management administrative tasks such as billing and bookkeeping.
  • Adapt to changing project requirements and addressing challenges.
  • Ensure the quality and integrity of program deliverables.
  • Identify and mitigate potential risks that may impact program success.
  • Drive continuous improvement initiatives to enhance program efficiency.
  • Ensure program activities comply with relevant regulations and standards.
  • Manage timelines and deadlines for program milestones.
  • Liaising with clients to identify and define project requirements, scope and objectives.
  • Ensuring that clients’ needs are met as the project evolves.
  • Meeting with project clients to assess their needs and define project requirements, acceptance criteria and project timelines.
  • Coordinate the allocation of project resources to ensure the project team has what’s needed at the right time.
  • Assign tasks to team members and help them understand what’s expected from them in terms of project milestones and deliverables.
  • Be the liaison between the project team and project clients throughout the project life cycle.
  • Schedule stakeholder meetings, document and generate reports.
  • Foster cross-team collaboration to help project team members complete project tasks and produce deliverables. 

Position Profile:

Educational Background
  • Bachelor's degree in a relevant field (e.g., Public Health, Business Administration, Project Management, Public Administration, etc.)
  • Master's degree in a related field may be advantageous
Experience At least 2-years’ of experience working within a humanitarian and/or development organization.
Experience Requirements & Skills
  • Previous experience in a program coordination or similar role
  • Proven track record of successful project or program management
  • Familiarity with budget management and resource allocation
  • Experience in implementing and enforcing policies and procedures.
  • Knowledge of program evaluation techniques and reporting
  • Strong understanding of risk management in the context of program execution
  • Experience in engaging with stakeholders and addressing their needs.
  • Exceptional organizational and time management skills
  • Proficiency in using project management tools and technology.
  • Adaptability to navigate changing project requirements.
