Swiss Cooperation Office is hiring a Communications/Media Officer (part-time, 60-80%)

- Cultural, gender, religion, race, nationality and age sensitivity and adaptability,
- Excellent command of Romanian, English and Russian. Knowledge of German / French / minority languages relevant for Moldova is considered an asset,
- Advanced knowledge of office software packages (MS Word, Excel, etc.), spreadsheet and database packages, design/media software, social media; experience in handling web-based management systems; basic skills in design and photography.

- BACKGROUND
The Swiss Agency for Development and Cooperation (SDC) is part of the Swiss Federal Department of Foreign Affairs (FDFA) and is responsible forcoordinating Switzerland’s development cooperation and humanitarian aid programs all over the world, including Moldova.
SDC has been active in Moldova for 20 years providing humanitarian assistance to the most disadvantaged population groups, at first, before shifting to development cooperation in 2008. Adopting a whole-of-society and whole-of-government approach, SDC is partnering with multiple stakeholders to implement long-term and comprehensive projects in several areas. Under the current Swiss Cooperation Programme for Moldova 2018-23, SDC is focusing on three areas: heath, local governance, and economic development & employment. SDC also provides grants for small action projects, addressing various development and human rights issues, and for culture projects, promoting innovation, inclusiveness, diversity, and intercultural dialogue.
The technical and financial assistance provided by Switzerland to Moldova is managed by the Swiss Cooperation Office (SCO) / Representation of the Embassy of Switzerland to Moldova.
The SCO communicates with different publics, using a variety of tools and channels (print, broadcast and digital media, publications, campaigns, public events, etc.) with the following aims:
- External communication– to ensure Switzerland’s visibility and transparency of activities and results, as well as communication as integral part of the projects’ activities (communication for development). External communication includes public relations, provision of information to the general public, specialized communication concerning the sectors in which SDC is active, policy dialogue, awareness-raising and public diplomacy (campaigns, events, coordinated engagements).
- Internal communicationaims at ensuring visibility of the SCO results within the SDC, as well as at facilitating the information flow within the SCO team.
In order to further improve and strengthen its communication efforts, the SCO Moldova is seeking a qualified and experienced person for the part-time position of Communication & Media Officer (60% - 80%).
- THE POSITION
The Communication and Media Officer is attached to the management of the SCO and works under the guidance and supervision of the Director of Cooperation and of the Deputy Director of Cooperation. Her/His responsibilities include managing all aspects of the communication and media activities of the Swiss Cooperation Office, in line with the Swiss Cooperation Programme for Moldova and in compliance with the FDFA and SDC guidelines and rules.
The position requires outstanding communication skills and involves working closely within the SCO and the Embassy, with projects, national and international partners, as well as third-party service providers.
- DUTIES & RESPONSIBILITIES
The following list is indicative and may be revised / amended by the management of the SCO.
Communication and public diplomacy:
- Develop and manage the communication strategy of the SCO, and take the lead for its implementation (incl. identifying the providers of necessary goods and services, external experts and consultants, photographers, etc. to be hired for SCO’s communication activities).
- Assist project partners in aligning and harmonizing communication content and channels with the communication strategy of the SCO; maintain and develop working relations with communication & media specialists of Swiss-funded projects in Moldova, international and national partners; provide feedback on their communication efforts.
- Ensure the promotion of Switzerland and SDC visibility in Moldova through SCO external communication and through the communication efforts of Swiss-supported projects. Monitor how this is being reflected in the SCO partners’ overall communication.
- Write, edit, and oversee the designing of printed and online communication materials (factsheets, brochures, Facebook posts, etc.), media releases, speeches and presentations for members of the SCO management team.
- Ensure meaningful mainstreaming of gender equality and social inclusion (GE&SI) in all communication and media activities of the SCO and of the Swiss-supported projects in Moldova. Work closely with the GE&SI focal point in identifying ways to improve mainstreaming of GE&SI.
- Provide quality control with respect to the consistent use of language, terminology, and corporate design/identity of the Swiss Federal Department of Foreign Affairs.
- Maintain, update and organize the portfolio of professional photographs illustrating SDC-supported interventions in Moldova.
- Manage the subscriptions to media and media aggregation services at the SCO.
- Manage the content and channels used to ensure the online presence of the SCO according to the communication and digital strategies of the Swiss Federal Department of Foreign Affairs.
- Maintainthe SCO website and develop its content, in close collaboration with SCO team members and project partners.
- Develop content and provide continuous update to social media channels, in particular the SCO facebook page.
- Plan and implement communication and outreach activities in support of the SCO public diplomacy priorities and initiatives.
- Contribute to facilitating the internal communication and information flow within the SCO team.
Media relations & media monitoring:
- Develop a professional media package to provide background information about SDC and Swiss-supported interventions in Moldova, and establish processes for regular communication with media contacts, regular production of media releases, and advising and assisting Swiss-supported projects with regard to their communication with media.
- Route media inquiries through appropriate channels before responding to them in a timely manner, keeping accurate records of all interaction with the media.
- Plan, prepare and implement media events such as press conferences, interviews, informal meetings with journalists; organize field visits for journalists to SDC-supported interventions.
- Monitors the media landscape and production in Moldova and the region, especially related to relations between Switzerland and Moldova,
- Maintain a media log and a log of enquiries arising from media exposure to continuously monitor the impact of the communication with media.
- Maintains a media database of Swiss and Moldovan journalists and communicators (broadcast, online print media, as well as bloggers, influencers and emerging media platforms).
- Monitor Moldovan and international media to collect information on political and international cooperationissues relevant for Switzerland; proactively inform the SCO management and team; and contribute to monthly political report prepared by the SCO.
- REQUIRED SKILLS, QUALIFICATIONS AND COMPETENCES
- Master’s degree in communication/media, journalism or other relevant fields,
- Minimum 5 years of progressively responsible experience in communication and working with the media and social media (incl. development and implementation of communication & media strategies, building relations with mass media, playing a leading role in organizing important public events and in designing and conducting complex media and awareness raising campaigns successfully targeting national press, online, television and radio),
- Strong skills in producing content for the web and publications,
- Profound knowledge of media organizations and PR agencies active in Moldova.
- Excellent communication, inter-personal and networking skills; including the ability to effectively communicate with persons from a variety of backgrounds,
- Strong writing, analytical thinking, and presentational skills,
- Strong organizational skills (incl. planning and organizing activities and events, managing time and resources, meeting deadlines),
- Basic skills in design and photography,
- Ability to work both in a (multi-disciplinary) team and independently.
- Experience in working in a multi-cultural environment; cultural, gender, religion, race, nationality and age sensitivity and adaptability,
- Excellent oral and written command of Romanian, English, and Russian. Knowledge of German / French / minority languages relevant for Moldova (Ukrainian, Gagauz, Romani, Bulgarian, sign language) is considered an asset.
- Advanced knowledge of office software packages (MS Word, Excel, etc.), spreadsheet and database packages, design/media software, social media, and experience in handling of web-based management systems.
The incumbent is expected to be proactive, well-organized and self-motivated, to fulfil the assigned tasks in an independent manner, and to accept responsibility and accountability for the quality of the outcome of his/her decisions.
