Caritas Moldova is hiring an Advocacy Officer
Contract period: January 1, 2026 – December 31, 2026 (with possibility of extension)

Why this role matters
At Caritas Moldova, we believe every person deserves to live in safety and dignity. As Advocacy Officer, you will transform data and analysis into real change for refugees, survivors of trafficking, and vulnerable communities. Your work will influence public policies, build partnerships, and strengthen protection systems at national and international levels.
Key Responsibilities
1. Analysis and Monitoring
- Monitor return policies, border regulations, and protection frameworks.
- Identify trafficking risks, exploitation patterns, and protection gaps.
- Analyze national and regional legislation (migration, asylum, labor, anti-trafficking, social protection).
2. Advocacy and Institutional Relations
- Develop evidence-based advocacy strategies and campaigns.
- Build and maintain relationships with ministries, local authorities, EU institutions, NGOs, and UN agencies.
- Participate in working groups on migration, protection, GBV, and anti-trafficking.
- Promote harmonized procedures and protection-sensitive border management.
3. Communication and Public Impact
- Draft policy briefs, recommendations, position papers, and media statements.
- Support public campaigns on safe migration and anti-trafficking.
- Provide expert input to media and represent Caritas Moldova at conferences and consultations.
- Report regularly to leadership and partners on advocacy outcomes.
Requirements
- Minimum 3 years of experience in advocacy or humanitarian projects.
- Strong knowledge of the humanitarian/development sector in Moldova.
- Proven skills in data analysis and management.
- Experience working with diverse cultural backgrounds.
- Excellent written and verbal communication skills.
- Languages: fluent Romanian and English; Russian or Ukrainian is an asset.
- Proficiency in MS Office (Word, Excel, PowerPoint).
