Background
Helvetas Swiss Intercooperation is a leading Swiss non-governmental organisation committed to international development cooperation and humanitarian response.
In Moldova, Helvetas has been active since 2018, primarily through the OPTIM project – “Opportunities through Technologies and Innovation in Moldova” – supporting economic development in the Agri-Food and ICT sectors. The project is currently in its second phase (until 31.12.2026), financed by the Swiss Government.
OPTIM aims to enhance employment and income opportunities, especially for excluded groups, by addressing systemic constraints in selected markets. It uses the Market Systems Development (MSD) approach to enable sustainable, large-scale impact through partnerships, innovation, and private sector engagement.
The OPTIM project supports businesses' resilient growth, enhanced competitiveness, and access to high-value markets. It contributes to adopting climate-smart and efficient agricultural technologies and practices, emphasising digital solutions for farm management and cost optimisation in the agri-food sector.
It focuses on access to markets, technologies, and finance for private sector growth and skills development for employability and better economic opportunities for the population of Moldova.
Helvetas is pleased to announce an opening for the Knowledge Management and Learning Manager (KML) position under the upcoming extension of the team within OPTIM project.
Position Overview
Helvetas is seeking a part-time (50%) Knowledge Management and Learning (KML) Manager to strengthen a culture of learning and knowledge exchange across the project. The KML Manager will play a central role in identifying, capturing, articulating, and sharing knowledge generated through project implementation. The aim is to improve program impact, support replication and scaling of effective models, and facilitate learning within the project and among partners.
This position is well-suited for a professional who can produce written knowledge products, support partner engagement, and help embed learning into day-to-day project operations.
Key Responsibilities
1. Knowledge Management and Learning System
- Develop and implement a realistic KML strategy aligned with the project’s objectives.
- Identify knowledge generated across the project and package it into usable formats (e.g., briefs, analyses, case studies, models).
- Facilitate structured reflection and learning processes within the team and with partners.
- Support systematic documentation of project experiences and programmatic models that show potential for scale or replication.
2. Coordination and Collaboration
- Coordinate closely with Component Managers, MRM Manager, Communications Manager, and project partners and stakeholders to ensure KML is embedded in all aspects of project work.
- Provide practical support to partners and team members to document and share good practices, lessons learned, and emerging ideas.
- Encourage the use of existing knowledge and the generation of new insights relevant to inclusive economic development and market systems.
3. Events and Platforms
- Lead or contribute to the design and facilitation of workshops, learning sessions, and knowledge-sharing events.
- Support the development of thematic learning products and knowledge exchange platforms involving project partners and external stakeholders.
- Contribute to processes such as R&D activities, peer learning events, and dialogue formats.
Key Competencies and Requirements
- Strong analytical and writing skills; ability to synthesize complex information clearly and concisely.
- Understanding of market systems development (MSD) or willingness to learn and apply MSD principles.
- Understanding of political economy analyses.
- Knowledge of monitoring and evaluation (M&E) systems and use of evidence for learning.
- Proactive, collaborative, and detail-oriented, with the ability to manage multiple tasks and coordinate across teams.
- Comfort with participatory learning processes, facilitation, and communication with diverse audiences.
- Adaptable mindset and openness to iterative learning and innovation.
Qualifications and Experience
- University degree in economics, business administration, development studies, sociology or a related field.
- Minimum of 4 years of relevant professional experience in project coordination, learning, research, or knowledge management roles.
- Experience with documentation of program models, lessons learned, or case studies.
- Prior exposure to private sector engagement, MSD, or economic development projects is a strong asset.
Workload and Conditions
- This is a 50% part-time position. The role requires flexibility and strong self-management.
- Some travel across Moldova within the project regions may be required to support partner engagement and knowledge capture.
