American Councils for International Education announce "FLEX 2023-2024 Academic Exchange Program"
The FLEX program, now in its 30th year, is funded by the United States government and administered by the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State with the support of the US Embassy in Moldova. The FLEX scholarship offers selected students the opportunity to live with an American family and study in an US high school for the 2023-2024 academic year.
Both the competition and the participation are free.
Students in 9, 10 and 11 grades who meet the following criteria are eligible to enter the competition this fall:
- have Moldovan citizenship;
- were born between January 1st 2006 and July 15, 2008;
- study English;
- meet U.S. visa eligibility requirements;
- haven’t spent more than 3 months in the last 5 years in the U.S.
- Students with disabilities born between 15 February 2005 and 15 July 2008 are also eligible to participate in the FLEX program. We will make special arrangements to test students with visual, hearing, and other disabilities.
Applicants can participate in the application process from any location where they have access to the internet, using either a mobile device or a computer.
FLEX recruitment will include three rigorous rounds of testing, even if participants will not participate in the test physically. The first round of testing is open to all applicants who meet the above eligibility criteria from September to October 13, 2022. This includes an online preliminary application and three essay questions that must be submitted within 10 days from the start of the online application.

After submitting the preliminary application, the selected students will be invited by their e-mails to participate in Round 2, which consists of an online English test. This is a short 15-minute test, and applicants will receive the invitation within 24 hours of submitting their application for the first round. The students will have about 72 hours to complete this online English test.
The third and final round of testing will begin in November-December. Round 3 will include an interview, three more essay questions, a comprehensive English test and the application itself. Students who pass this stage will be contacted by the American Councils office in Chisinau with more details.
