GIZ - Office Manager

The German Development Cooperation (GIZ) is looking for an Office Manager for its project "Strong Public Services for Local Communities in Moldova". The project aims to improve citizens' living conditions by strengthening citizen-centred public service delivery. It combines decentralisation approaches with municipal and regional development and supports key transformation processes, including EU accession, the regionalisation of services, and territorial administrative reform — while contributing to social cohesion. The commissioning party is the German Federal Ministry for Economic Cooperation and Development (BMZ).
The primary role of the Office Manager is to ensure the organizational, operational, and administrative functionality of the office in relation to the above-mentioned project.
This full-time position is expected to start in August 2026. The permanent workplace for this position is in Chisinau.
The core responsibilities of the Office Manager encompass various aspects of office management, including internal and external communication, general project-internal administration and logistics, event management, as well as other duties and tasks as requested by management.
The main tasks of the Office Manager are as follows:
- Perform organizational, administrative, and commercial tasks related to the project's day-to-day operations.
- Manage written correspondence on behalf of the Project Manager regarding day-to-day business activities and office operations.
- Maintain effective internal and external communication.
- Keep up to date with GIZ rules and regulations within the areas of responsibility (e.g. small procurements, office presence records, etc.) and provide guidance and feedback to project staff on related requests and questions.
- Provide information on compliance rules and processes within the area of responsibility, including acting as the project's Compliance Focal Point.
- Provide administrative support for the planning and organization of events and project activities (e.g. meetings, workshops, including invitation management, agenda coordination, and logistical arrangements).
- Prepare visitor programmes, including travel schedules, transport arrangements, hotel bookings, and, where necessary, ticket reservations.
- Manage incoming and outgoing correspondence, including the preparation and translation of official letters, supporting documents, and other project materials as required.
- Support the maintenance of GIZ knowledge management systems.
- Organize and coordinate meetings and appointments, including maintaining relevant schedules and calendars.
- Participate in internal and external meetings and workshops and support their organization and documentation, including taking minutes.
- Manage the records management and filing system in accordance with GIZ filing rules and regulations.
- Support project management and project team members in planning and controlling activities.
- Ensure an efficient flow of information and effective communication with other GIZ projects in Moldova, as well as with external partners, and maintain stakeholder and partner contact networks.
- Ensure the efficient and timely processing and flow of project documentation (e.g. invoices) between the project and the GIZ Country Office in Moldova.
- Ensure the proper maintenance of records related to project staff office presence in accordance with GIZ rules and regulations.
- Assist with the organization and administration of events, seminars, workshops, meetings, and visiting delegations held within and/or outside the office.
- Photocopy and scan documents as required and ensure the timely delivery of documents to and from the GIZ Country Office and other relevant locations.
- Provide support with office management and organizational tasks, as necessary, including in cooperation with other Office Managers.
- Carry out small procurements for event management, project activities, and general office operations in accordance with GIZ rules and regulations.
Required qualifications:
- University degree (Bachelor's or Master's) in a relevant field (e.g. social sciences, economics, or a related discipline)
- at least 2 years of professional experience in a comparable position
- working experience with international development cooperation represents an advantage
- preparedness and flexibility for frequent business travel to rural areas
- excellent communication skills
- very good working knowledge of ITC technologies (e-mail, MS teams) and computer applications (e.g. MS Office)
- very good (academic) skills in writing and speaking in Romanian language, fluent English skills in writing and speaking; knowledge of German is of advantage
- willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
- a valid Category B driving licence is an advantage.
- Moldovan citizenship or holding permanent resident status in Moldova.
