Project SAP ID 220007: Global Quality and Standards Programme Moldova: Enhancing market access of poultry products
The specific objective of the intervention in Moldova will focus on enhancing the capacity of export-oriented enterprises to comply with market requirements, ultimately reducing their border rejection rates. These efforts will focus on poultry products, meat and category B eggs in particular. This objective will be achieved through the following specific interventions:
1. Building capacity of export-oriented producers to prevent border rejections due to pathogenic micro-organisms
2. Improving knowledge and access to information on market entry requirements under prevailing FTAs, through supporting sectoral associations
FUNCTIONAL RESPONSIBILITIES
National Technical Expert works under the overall guidance and supervision of the Project Manager and in close cooperation with the project team in the field and HQ. National Technical Expert reports directly to the Project Manager for all administrative issues.
Main activities:
1. Liaising with government counterparts, provide regular updates, financial reports and troubleshot problems as required;
2. Preparation of technical requirements/technical specifications for procurement of both equipment and services, including designing of technical requirements, elaboration of relevant questions from tenders, evaluations, etc. ensuring compliance with the relevant UNIDO administrative rules and policies;
3. Provide expert advice, technical inputs and crtitical review for the required project activities and developed products (studies, reports, etc.) with an aim to reduce the technical barriers to trade and to increase access to and trade with the European market, Moldovan producers need to achieve a higher level of conformity;
4. Maintaining close links with private sector development initiatives, UN organizations, PCP Moldova, donors, etc., as well as promoting communication between national counterparts and other UNIDO projects and PMs to ensure a consistent and integrated approach;
5. Providing inputs for strategic advice in the elaboration of the operational planning and monitoring system for the project;
6. Preparing monthly, quarterly and annual reporting for the project according to donor specifications and UNIDO requirements;
7. Coordinating the prepation of and draft final technical reports, training reports, studies and other documents in the English and Romanian languages, including proofreading and editing;
8. Prepare and submit for approval to the Project Manager a final report
MINIMUM ORGANIZATIONAL REQUIREMENTS
Education: Advanced university degree in engineering, sciences, economics, business administration, international relations or other relevant discipline is required.
Languages: Fluency in written and spoken English and Romanian is required. Fluency and/or working knowledge of Russian is desirable.
