The U.S.A. Embassy is hiring an INL Senior Program Specialist



Duties

Serves as the senior subject matter expert for INL foreign assistance programs and projects focused on law enforcement and border security capacity building. Provides program and project leadership and management for multi-year projects in support of key bilateral efforts to modernize and enhance host nation capabilities. Advises leadership on INL policies and goals vis-à-vis the host government priorities at the federal, state, and local level.

                                                                                                                 

Qualifications and Evaluations

Education Requirements:

University Bachelor’s degree in international relations, criminal justice or law enforcement, business administration, public policy, law, or host country equivalents.

 

Experience:

For Grade LE 11 is: at least five years of increasingly responsible work experience managing programs in the areas of law enforcement and/or border security, management of international assistance or public policy programs, host government federal or state governments, international organizations, or related fields, plus one year of supervisory responsibility, which entails directing, monitoring, and re-directing actions of subordinates or non-subordinates (i.e., team leadership), is required.

For Grade LE 10 is: at least four years of increasingly responsible work experience managing programs in the areas of law enforcement and/or border security, management of international assistance or public policy programs, host government federal or state governments, international organizations, or related fields is required.

For Grade LE 9 is: at least three years of increasingly responsible work experience managing programs in the areas of law enforcement and/or border security, management of international assistance or public policy programs, host government federal or state governments, international organizations, or related fields is required.

 

Language: 

LANGUAGE: Fluent speaking/reading/writing English is required. Fluent speaking/reading/writing Romanian is required. Fluent speaking/reading/writing Russian is required. (This may be tested.)

Job Knowledge:

    • Advanced knowledge of program and project management processes and practices, contracting, procurement and grant practices, contract and grant administration, as well as program/project financial regulations, procedures, and practices.
    • Advanced knowledge of the host country and government institutions and bureaucratic processes, policies, and regulations.  This entails high-level knowledge of host government laws, policies, procedures, and institutional doctrines.
    • Advanced knowledge of research and analysis techniques to successfully study complex subjects and issues related to assigned program area.

Skills And Abilities:

    • Ability to interpret technical requirements, ability to recommend needed contract and project changes, ability to monitor and evaluate project execution and contractor/grantee performance, ability to review invoices, ability to inspect and accept contract and grant deliverables are required.
    • Superior written and oral communication skills with the ability to work well in a bilingual environment in order to communicate effectively and persuasively with U.S., host government, and third-country counterparts.
    • Ability to develop and maintain contacts at the senior, mid, and working levels with relevant host government institutions to successfully negotiate program and project goals and action plans.
    • Must have excellent interpersonal skills, and possess effective communication skills, which are also needed to build rapport with co-workers and host government counterparts.
    • Highly developed analytical thinking abilities and writing skills required.
    • Must be proficient in the use of MS Office products, such as Outlook, Excel, Word, PowerPoint, and Project, especially to manage programs and projects, prepare reports, visualize data, and communicate highly complex information.
    • Excellent organizational, team leadership, and project and program management skills.
    • Excellent planning and time-management skills are required.
    • The position requires maturity, excellent judgment; and ability to work with little oversight.

    • Ability to plan and implement public events, training courses and other special events. 
    • Ability to establish and maintain a robust digital and paper project/program filing system.
    • Ability to use corporate databases to enter, maintain, query, sort, filter, and analyze data.
